Senegalese lawmakers have voted to bring former Minister Moussa Bocar Thiam before the High Court of Justice, marking a new phase in a series of accountability measures targeting officials from the previous administration. The move, approved on Friday, February 27, 2026, comes amid a broader effort to scrutinize the actions of those who served under former President Macky Sall.
Thiam’s case centers on the development of the Digital Technologies Park, later renamed “Senegal Connect Park.” According to reports, the proceedings will focus on allegations related to the park’s construction, which previously led to the imprisonment of several officials within the Ministry of Communication and Telecommunications during Sall’s presidency (2012-2024).
The decision to pursue charges against Thiam follows a request submitted to the National Assembly by Justice Minister Yacine Fall on February 10. A parliamentary commission will now examine the resolution, a critical step that could lead to a full trial before the High Court of Justice, the only body authorized to judge government members for actions taken while in office.
This action is part of a larger wave of similar cases. Previously, five other former ministers – Mansour Faye, Moustapha Diop, and Ismaila Madior Fall among them – have too been referred to the High Court of Justice.
Separately, the commission of laws of the National Assembly of Senegal is scheduled to meet on Monday to review draft resolutions for the indictment before the High Court of Justice of another former minister, Abdoulaye Diouf Sarr. Sarr’s case reportedly involves elements from the 2022 report by the Court of Accounts regarding the management of Covid-19 funds. The case highlights a commitment to investigating financial oversight during the pandemic.
