The document takes aim at Europe, warning of a “grim prospect of civilizational decline.” It likewise claims the European Union “undermines political freedom and sovereignty, pursues migration policies that change the continent and cause conflict, censors free speech, and suppresses political opposition.” the Trump administration has effectively designated Europe as an adversary.
