A member of the 2024 Special Committee on Hajj, Marwan Dasopang, expressed surprise at allegations that former Religious Affairs Minister Yaqut Cholil Qoumas attempted to arrange funds totaling USD 1 million in connection with a suspected corruption case involving hajj quotas. Marwan stated he was unaware of any such efforts during the committee’s operate.

“I didn’t know. I was actively involved in the special committee, and I was also surprised because I wasn’t aware of it,” Marwan said at the parliament complex in Senayan, Jakarta, on Friday, March 13, 2026.

The chairman of Commission VIII of the House of Representatives explained that during the committee’s work, he and other members focused on gathering data related to the 2024 hajj pilgrimage. According to Marwan, the committee members also traveled directly to Saudi Arabia to collect information.

“I wasn’t aware of that, because I continued to work, and because we were so focused in Mecca, in Saudi Arabia, it wasn’t easy to obtain the data. It was from that data that we reached the conclusions submitted to law enforcement,” he said.

Marwan said the Hajj Special Committee did not have the authority to enforce the law. In its conclusions, the committee only recommended that any suspected violations with potential legal implications be pursued by law enforcement officials.

“We didn’t get involved in law enforcement. Our conclusion was that if there were violations related to the law, it should be handled by the relevant authorities. If we were asked, I have no authority in that regard. We’ve stated our conclusions, and that’s it,” he explained.

Marwan said the issue of a 50/50 quota split for hajj pilgrims was discussed in the committee’s report. He stated that such an arrangement would constitute a violation.

“That was also included in the Special Committee’s findings. Yes, it was a violation,” he said.

The Corruption Eradication Commission (KPK) previously revealed that Yaqut allegedly attempted to “condition” the Hajj Special Committee of the House of Representatives to facilitate his plan to equally divide additional hajj quotas, which should have been allocated primarily to regular hajj quotas. However, Yaqut’s attempt failed when the committee rejected the funds he offered.

KPK Deputy for Prosecution and Execution Asep Guntur Rahayu stated that Yaqut tried to influence the Hajj Special Committee by offering funds from fees collected for granting a 50% quota to Special Pilgrimage Organizers (PIHK). The quota should have only been 8% of the 20,000 additional quotas Indonesia obtained in 2024.

“The money collected from these fees was also allegedly used to influence the Hajj Special Committee, which was known to YCQ,” Asep explained during a press conference at the KPK building in South Jakarta on Thursday, March 12.
