Beijing is navigating a period of political uncertainty as investigations into high-ranking military officials and a recent session of the National People’s Congress (NPC) have revealed internal divisions within the Chinese government. The developments come as China prepares for the “15th Five-Year Plan” (2026-2030), a key period for modernization efforts.

On February 26, 2026, the NPC convened to review the qualifications of its representatives, with particular attention focused on Zhang Youxia, a Vice Chairman of the Central Military Commission. This occurred amid investigations into Zhang Youxia and Liu Zhenli, former head of the Joint Staff Department of the Central Military Commission, sparking speculation about a potential power struggle within the People’s Liberation Army (PLA).

Nine military officials have been stripped of their positions as representatives of the National People’s Congress, according to reports. Among those removed from their posts was He Weidong, former Vice Chairman of the Central Military Commission.

Zhang Youxia, in a November 12, 2025 article published in the People’s Daily, emphasized the need for the military to “consciously and thoroughly transform their thinking,” and to “firmly prevent ‘being two-faced and engaging in false loyalty.’” He stressed the importance of ensuring that “maintaining the core and obeying the command of the Party” is deeply rooted in the minds of officers and soldiers. The development underscores the ongoing efforts to maintain political control within the military.

According to reports, Zhao Leji, Chairman of the NPC Standing Committee, may have opposed the arrests of Zhang Youxia and Liu Zhenli, and reportedly “used his position to protect” Zhang Youxia. The NPC Standing Committee held an emergency meeting on February 4 to discuss the legal basis for the detentions, but did not revoke the representatives’ qualifications at that time.

Zhao Leji stated after the NPC Standing Committee meeting that it is important to “advance the work of the NPC with high quality while maintaining stability and seeking progress.” The announcement could influence future diplomatic talks and internal political maneuvering within China.
