Costa Rica Designates Four Middle Eastern Groups as Terrorist Organizations
The Government of Costa Rica has officially designated four Middle Eastern organizations as terrorist entities, a strategic move aimed at reinforcing national security and tightening border controls. The decision, announced by the administration of President Rodrigo Chaves, marks a significant shift in the country’s approach to international security threats.
On April 8, 2026, President Chaves, alongside Foreign Minister Arnoldo André and Public Security Minister Mario Zamora, confirmed that the government has labeled four Middle Eastern groups as terrorist organizations. The designated entities include Hamas, Hezbollah, the Islamic Revolutionary Guard Corps (IRGC) of Iran, and the Houthi movement, known as Ansar Allah, in Yemen.
According to Public Security Minister Mario Zamora, the designations are designed to allow the state to proactively strengthen border and migration barriers. By elevating security alerts, the government intends to prevent members of these groups from entering the country, citing the risks these organizations pose to international stability.
The security measures extend beyond border checkpoints to include financial oversight. The government indicated that banking investigations will be implemented to ensure that capital from these designated organizations does not enter Costa Rica’s financial system.
Foreign Minister Arnoldo André explained that the process was coordinated through the National Presidential Security Council and the Ministry of Foreign Affairs, working in alignment with allied nations and United Nations designations. The move underscores a growing trend of nations aligning their domestic security policies with global counter-terrorism efforts.
The designated groups include Hezbollah, Hamas, and the Islamic Revolutionary Guard Corps, as well as the Iranian Revolutionary Guard. This development could influence future diplomatic talks and underscores the administration’s commitment to shielding the country from external volatility.
