Portland City Council Codifies Sanctuary Status, Limits Police Cooperation with ICE
Portland’s City Council unanimously voted yesterday to legally enshrine the city’s sanctuary status and further restrict collaboration between local police and U.S. Immigration and Customs Enforcement (ICE), a move advocates say strengthens protections for immigrant communities.
The council approved both the “Protect Portland Initiative” and a new sanctuary city ordinance in a 12–0 vote following a public meeting with extensive resident testimony, according to reports. These measures establish a formal framework for the city to respond to and potentially resist federal immigration enforcement actions. Portland Mayor Keith Wilson hailed the vote as a “clear and powerful message” against what he termed federal overreach, stating, “We are a proud sanctuary city in a sanctuary state, and we will continue to live our values — even when federal directives make it difficult.”
The new ordinance prohibits city employees from assisting federal agencies with immigration enforcement or utilizing city resources for that purpose, and mandates the development of training programs and policies for staff interactions with immigration agents. This builds upon existing Oregon state law, which already limits state and local law enforcement participation in immigration enforcement without a warrant. The decision comes as a federal judge recently extended a temporary restraining order preventing the deployment of National Guard troops to Portland, a situation stemming from earlier federal interventions in the city. The ICE facility in Portland has been a frequent site of protests and clashes between demonstrators and federal agents since June, with the building’s exterior often covered in anti-ICE graffiti. City Councilor Sameer Kanal, who introduced the ordinance, said it was “the first step” in a continuing effort to support immigrant and Latino Portlanders and uphold the city’s values. The city will continue to evaluate and refine its policies to ensure they align with its sanctuary principles.
