Public Intoxication and Indecent Exposure Incident Sparks Crisis for South Bohemian Football Club
A series of disturbing videos featuring a consultant for the Dynamo České Budějovice football club has sparked a significant public outcry, raising concerns over professional conduct and behavioral health in high-stress organizational environments. The incidents, which involved public intoxication and indecent exposure, have led regional officials to demand a complete overhaul of the group managing the club.
The controversy centers on David Jelen, an external consultant responsible for the club’s economic affairs and payroll. On the night of Thursday, April 2, 2026, two videos were captured showing Jelen in a state of severe distress and intoxication outside the České Budějovice city hall. In the first recording, Jelen is seen aggressively banging on the doors of the municipal office. A second, more explicit video shows Jelen removing his trousers and exposing his bare buttocks in front of the building while shouting a message directed at Petr Maroš, the Deputy Mayor of České Budějovice and a member of the Naše Česko party.
In the recordings, Jelen demanded the delivery of financial settlements related to the Střelecký ostrov stadium, which the club leases from the city. “Péťo, I need you to deliver the settlement, you bastard,” Jelen is heard saying on the video, adding that he was “in the s***” but pleading for facilitate so the club would not be left stranded. He concluded by stating, “We are all one club, one Dynamo.”
Such public behavioral crises often underscore the critical intersection between professional pressure and substance abuse, highlighting the need for robust mental health support and conduct standards within sports management.
The reaction from regional leadership has been swift and severe. Martin Kuba, the Governor of the South Bohemian Region and also representing Naše Česko, condemned the behavior as “unacceptable.” Kuba specifically criticized the “behavior of the drunk club manager,” noting that banging on city hall doors with a bare backside while mockingly shouting the Deputy Mayor’s name is an affront to the community.
“For my part, this ‘gang’ should disappear from Dynamo as quickly as possible and go make a fool of themselves somewhere else,” Kuba stated via social media.
Governor Kuba further indicated that the regional government is no longer remaining neutral. He confirmed that he is collaborating with Deputy Mayor Petr Maroš to implement “concrete steps” to resolve the situation, with further information expected to be released next week. Kuba noted that the current group surrounding the club is damaging the reputation of a traditional brand.
Dynamo České Budějovice has moved quickly to distance itself from Jelen. The club issued a statement clarifying that Jelen is not an employee or an official representative of the organization, but rather an external consultant. The club emphasized that the content and form of his actions are “purely personal matters.”
The fallout from these incidents comes at a precarious time for the club, which currently sits in tenth place in the second-division table. Beyond the reputational damage, officials have warned that this “enormous shame” could potentially lead to the termination of the club’s stadium lease agreement.
This escalation underscores the ongoing challenges of maintaining organizational stability when internal financial disputes intersect with severe behavioral lapses.
