Egypt Food Subsidies: New Rules Limit Child Additions & Income Thresholds

Childhood now comes with a price tag in Egypt: between 2,500 and 3,000 Egyptian pounds. The Ministry of Supply and Internal Trade has announced unprecedented conditions for adding newborns to ration cards, a move aimed at limiting subsidies to the “most deserving” families and erecting strict financial barriers for any household hoping to add a child.

Under the recent rules for 2026, each family is allowed to include only two children, provided each is at least 4 years old, bringing the maximum number of individuals on a single card to four: the husband, wife, and two children.

Yet, the most stringent requirement is financial. The maximum monthly family income must be 2,500 Egyptian pounds, and the cardholder’s monthly income must be at least 3,000 Egyptian pounds. The card must also currently be active for three individuals, and the family must be classified as belonging to “families most in need.”

The service is limited to specifically defined categories: recipients of “Takaful and Karama” or “Social Solidarity” pensions, holders of the integrated services card, as well as the children of martyrs, the widow of a martyr, and children of alternative families.

To avoid the congestion seen in the past, the Ministry has opened online applications through the “Digital Egypt Portal.” The process begins with logging in, then selecting the supply service and “adding family members not already registered.” Users then enter the newborn’s full name, national ID number from the birth certificate, and relationship to the cardholder before completing the process.

The application is not complete without submitting supporting documents, including copies of the ration card, the head of household’s national ID card, children’s birth certificates, a phone number registered in the cardholder’s name, and a copy of the eligibility document (services card or pension). In the event of the parent’s martyrdom, documentation proving this must be attached.

Review of submitted applications takes between 7 and 14 business days. Applications are uploaded weekly on compact discs (CDs) from the supply directorates to the Ministry’s headquarters, as part of a strict monitoring process to ensure that support reaches its rightful recipients without exceeding limits.
