FBI Alerts U.S. Users to Data Security Risks Linked to Foreign-Developed Apps

The Federal Bureau of Investigation (FBI) has issued a Public Service Announcement warning U.S. Citizens about the significant data security risks associated with mobile applications developed and maintained by foreign companies. The bureau noted that as of early 2026, many of the top-grossing and most frequently downloaded apps in the United States are developed by foreign entities, with a particular emphasis on those based in China.

The warning centers on the implications of China’s national security laws, which the FBI states enable the Chinese government to potentially access user data. Under these mandates, developers operating within China are required to support the country’s national security imperatives, a requirement that includes the sharing of data. This regulatory environment mirrors the security concerns that previously impacted TikTok ahead of its U.S. Split.

A primary concern highlighted by the bureau is the risk of “permission abuse.” The FBI observed that users rarely review privacy policies during the installation process; once access is granted, apps can persistently collect private information from the device. This vulnerability underscores the complex intersection of global software distribution and national security interests.

Specifically, the FBI warned that the collection of contact lists is a high-risk activity. This data can be used to construct social graphs, which are invaluable to mercenary hackers or nation-state actors. By compromising one individual, these actors can use the gathered social data to engineer targeted attacks against one or more higher-value targets.

In response to these threats, the FBI urges smartphone users to be vigilant and carefully examine the specific user data and permissions an application requests upon download.
