Doble Hoy No Circula

Vehicular restrictions will be in place Friday, February 13, from 5:00 a.m. To 10:00 p.m. As the Mexico City metropolitan area faces a Phase 1 ozone contingency, officials announced. The restrictions are a response to high levels of pollutants recorded in the Coyoacán borough.

The following vehicles are prohibited from circulating during the restricted hours:

Vehicles with a verification hologram number 2.

Vehicles with a verification hologram number 1, with a final numeric digit of 1, 3, 5, 7, 9, or 0.

Vehicles with a verification hologram number 0 or 00, with a blue sticker, ending in 9 or 0.

Vehicles without a verification hologram, including older models, demonstration vehicles, new cars, those with a tourist pass, or out-of-state plates. These will be subject to the same restrictions as vehicles with a hologram number 2.

50% of liquefied petroleum gas (L.P.) delivery vehicles without a dry disconnect valve and a NON license plate ending.

Local and federal freight vehicles between 6:00 a.m. And 10:00 a.m., except those enrolled in self-regulation programs.

Taxis will be subject to restrictions based on their hologram, from 10:00 a.m. To 10:00 p.m.

Exemptions to the restrictions include electric and hybrid vehicles, emergency vehicles, school transportation, funeral vehicles, vehicles with “0” or “00” holograms that are not blue, refrigerated transport of perishable goods, motorcycles, and individuals with disabilities who have a valid permit.

The Metropolitan Environmental Commission (CAMe) registered a peak hourly ozone concentration of 155 ppb at the Centro de Ciencias de la Atmósfera (CCA) station in the Coyoacán borough at 4:00 p.m. On Thursday, February 12. The CAMe anticipates that adverse weather conditions, such as poor ventilation, humidity, clear skies, and intense solar radiation – with maximum temperatures reaching 28 degrees Celsius – will continue in the coming hours, prompting the contingency measures. More details on the contingency are available from Proceso.

Recomendaciones para la población

Authorities are advising residents to limit their exposure to polluted air during the Phase I ozone contingency in the Valley of Mexico Metropolitan Area. Recommendations include avoiding outdoor activities and exercise between 1:00 p.m. And 7:00 p.m., suspending sporting, cultural, or recreational events during those hours, and refraining from smoking, especially indoors.

Officials similarly suggest facilitating remote work, conducting online shopping and transactions, limiting the employ of emission-generating products like aerosols, paints, and solvents, and staying informed about air quality through the “Aire” app or official social media channels.

¿De cuánto son las multas por circular en contingencia?

Violators of the “Hoy No Circula” program and mandatory vehicle verification requirements may face fines, according to the Environmental Law of the Federal District and its Vehicle Verification Regulations. Milenio provides further information on the restrictions.

The fine for driving on a restricted day ranges from 20 to 30 Measurement and Update Units (UMA), each currently valued at 117.31 pesos in 2026. This translates to a fine between 2,342.6 and 3,519.3 pesos.

¿Quién puede multarte?

Environmental Surveillance Units are authorized to inspect vehicles to determine if they are in violation of the restrictions. If a violation is confirmed, a sanction notice will be issued, and vehicles with demonstrably polluting out-of-state plates may have their license plates removed as a precautionary measure.
