Hundreds Displaced as Ohio Addiction Treatment Center Loses Medicaid Funding Amid Fraud Investigation
DAYTON, OH – Hundreds of individuals seeking addiction treatment in Montgomery County are facing displacement after Clearview Treatment Services lost its Medicaid funding following federal fraud allegations against its owner.
The Ohio Department of Medicaid suspended services to Clearview on November 1, 2025, after a federal grand jury indicted Terry Hill Jr. on charges of healthcare fraud, false statements, and conspiracy to commit healthcare fraud. According to the Department of Justice, Hill was previously convicted of Medicaid fraud in 2021, a conviction that should have barred him from operating a Medicaid-funded facility. The DOJ alleges that Clearview submitted over $4 million in fraudulent claims for counseling services. This loss of funding impacts access to vital care for a vulnerable population already struggling with addiction.
Ryan Schell, lead counselor at Clearview, stated the center was left scrambling to find accommodations for over 400 patients who rely on Medicaid to cover hotel stays associated with their treatment. “I want you to imagine, 500 people…all of those people going onto the street at the same time,” Schell said. Hill’s trial is scheduled for 2026, and Schell expressed concern that waiting that long is not a viable option for those currently dependent on Clearview’s services. The Ohio Department of Medicaid confirmed the service suspension yesterday, stating it was a direct result of the federal investigation.
