ICC Reportedly Issues Arrest Warrant for Senator Dela Rosa Over Drug War Role

An arrest warrant has reportedly been issued by the International Criminal Court (ICC) for Senator Ronald “Bato” dela Rosa, former national police chief of the Philippines, in connection with alleged crimes against humanity committed during the Duterte administration’s “war on drugs.”

Ombudsman Jesus Crispin “Boying” Remulla confirmed yesterday that he was informed of the warrant by another official, though the Department of Justice (DOJ) is currently working to verify the information. DOJ spokesperson Prosecutor Rafael Martinez stated, “As of this hour, we are currently working to verify this information… We shall provide further details as soon as it becomes available.” The Department of the Interior and Local Government (DILG) also indicated they had not received notification and that no Interpol red notice had been issued as of this morning.

Dela Rosa, considered the “architect” of the drug war, served as the first Philippine National Police (PNP) chief under then-President Rodrigo Duterte, initiating the controversial campaign that resulted in thousands of deaths. The ICC has been investigating the drug war killings, estimating nearly 30,000 fatalities based on human rights groups’ tallies. This development follows the ICC’s arrest of Duterte in March, signaling a continued effort to hold those responsible for alleged atrocities accountable. ICC assistant counsel for the victims Kristina Conti emphasized that the Marcos administration has a continuing obligation to cooperate with the court, following a recent ruling on jurisdiction in Duterte’s case.

Senator Dela Rosa’s counsel, Israelito Torreon, urged caution, stating they await official confirmation before commenting. Senate President Tito Sotto indicated the Senate would not allow arrests on its premises, but would not intervene in actions taken elsewhere. Authorities are expected to follow procedures similar to those used in Duterte’s arrest, potentially coordinating with Interpol. The International Criminal Court is tasked with investigating and prosecuting individuals for genocide, crimes against humanity, war crimes, and the crime of aggression.

Officials stated they are awaiting official confirmation from the ICC and will act accordingly once the warrant is verified.
