The Senate on Monday confirmed Markwayne Mullin as the new Secretary of Homeland Security, filling a vacancy left after the departure of Kristi Noem. The confirmation comes as the department faces significant challenges, including a funding impasse in Congress and ongoing debates over immigration policy.

Mullin, a Republican Senator from Oklahoma with close ties to former President Donald Trump, has positioned himself as a stabilizing force, stating his goal is to keep the department out of the headlines. He takes office as President Trump has directed ICE agents to increase security at airports amid the congressional budget stalemate. His confirmation followed a contentious hearing last week where the Republican chairman of the Committee on Homeland Security questioned Mullin’s character, and temperament.

Senators confirmed Mullin in a largely partisan vote of 54 to 45.

Funding for the Department of Homeland Security lapsed on February 14, leading to long wait times at U.S. Airports as Transportation Security Administration (TSA) agents were forced to function without pay. Democrats are demanding changes to immigration enforcement operations following the deaths of two U.S. Citizens during protests earlier this year in Minneapolis. President Trump has rejected the latest proposal, and negotiations remain stalled.

A Former MMA Fighter Takes on Homeland Security

While the Senator comes to the position after more than a decade in Congress and experience running a growing family plumbing business in Oklahoma, he has not been a central figure in immigration policy.

A former mixed martial arts fighter and college wrestler who has led morning workout sessions in the House of Representatives gym, exclusive to members, Mullin has cultivated relationships with members of both parties and is often seen as a negotiator in a polarized Washington.

His loyalty to Trump secured him the position, and he is not expected to deviate from the president’s policies. Prior to his nomination to the Department of Homeland Security, Mullin was a strong advocate for Trump’s immigration agenda and ICE agents.

“I may have different opinions than everyone in this room, but as Secretary of Homeland Security, I will protect everyone,” Mullin said during his confirmation hearing.

Immigration Enforcement at the Center of Funding Impasse

Mullin’s first challenge will be to restore regular funding to the department, which has been blocked since mid-February due to Democratic demands. They want immigration agents to identify themselves and refrain from using masks; to avoid enforcement operations near schools, churches, hospitals, and other sensitive locations; to wear body cameras; and to obtain judicial authorization to enter homes or private spaces.

During his confirmation hearing last week, Mullin attempted to project an image of firmness at a critical time for the agency, an image that was questioned by the committee chairman, Senator Rand Paul, in a heated exchange. Democrats are likewise skeptical, viewing him as a loyal executor of Trump’s agenda.

Paul voted against Mullin during the committee vote. Democratic Senators John Fetterman of Pennsylvania and Martin Heinrich of New Mexico joined most other Republicans in supporting the nominee in Sunday’s vote.

Mullin takes the helm at a time when public support for the president’s immigration agenda has waned following a year of high-profile operations in several U.S. Cities. Under Noem’s leadership, agents were accused of using force to arrest immigrants, detaining them in deplorable conditions, and circumventing due process to deport them quickly.
