Saudi Arabia has permanently barred entry to individuals representing more than 10 specific categories, the General Directorate of Passports announced Sunday, March 15, 2026, in an unprecedented security measure. The decision reflects the Kingdom’s commitment to international standards of security, and protection.

Those with prior criminal or security records top the list of those permanently prohibited from entering the country. Anyone with existing court rulings against them, listed on local or international terrorism watchlists, or sought by Saudi or international security agencies will be denied entry indefinitely.

The ban also extends to those who have violated the Kingdom’s residency and labor regulations, including individuals who have overstayed their visas or worked without proper authorization, even if their subsequent purpose for visiting is personal or familial. This move underscores the Kingdom’s resolve to enforce immigration laws.

To safeguard public health, the entry ban includes individuals carrying dangerous contagious diseases and those suffering from severe psychological disorders that could pose a threat to community safety, according to the Passports Directorate.

The implementation of this system relies on a technologically advanced screening process that integrates with local and international databases to verify the security, criminal, and financial backgrounds of all visa applicants. Absher, the Kingdom’s electronic services portal, is likely a key component of this system.

Despite the strictness of the measures, concerned authorities affirm that the system will be implemented fairly and impartially, with designated channels for appeal and review available for exceptional cases, balancing community protection with the rights of those legitimately entitled to visas.
