Spain & Portugal Blackout: Renewable Energy Instability Blamed

A European network report has shed light on the causes of the widespread power outage that impacted Spain and Portugal on April 28, 2025. The blackout, which began at 12:33 CEST, disrupted mobile networks, transportation systems, and banking operations across the Iberian Peninsula.

According to the report, compiled by 49 experts from the European Network of Transmission System Operators for Electricity (ENTSO-e), an uncontrolled surge in the Spanish power grid was central to the incident. This surge occurred within a “perfect cocktail” of system failures, highlighting vulnerabilities in the region’s energy infrastructure.

The analysis points to the system’s inability to regulate voltage in real-time, leading to widespread disconnections of power plants, including those generating renewable energy. These facilities, the report indicates, lacked the capacity to quickly adjust to voltage fluctuations and stabilize the grid. The incident underscores the challenges of integrating renewable energy sources into established power networks.

Experts have noted that the volatility of renewable energy production, particularly its correlation with pricing, contributed to the instability. When electricity production from sources like solar panels exceeds demand – leading to negative prices – producers may disconnect to avoid financial losses. This rapid shift from surplus to deficit, occurring within a minute, can destabilize the grid. The report suggests this dynamic played a significant role in the Spanish blackout.

Whereas the report arrives nearly a year after the event – on March 20, 2026 – it offers insights that could inform future grid management strategies. The findings emphasize the require for improved voltage regulation and grid stabilization mechanisms to prevent similar incidents.
