Thailand Healthcare Costs: Research Update & Board Review

Thailand’s Health Systems Research Institute (HSRI) is prioritizing research into healthcare costs and budgeting, with a focus on improving the country’s universal healthcare scheme. The move comes as officials seek to understand cost disparities between public and university hospitals.

During a meeting of the HSRI board on July 23, 2028, Thailand’s Minister of Public Health, Smisak Thepsuthin, requested two key research projects. These include a study into zero-based budgeting models and an analysis of the costs associated with high-expense medical treatments and services. Understanding these costs is crucial for ensuring equitable access to healthcare and optimizing resource allocation.

The research will compare costs between hospitals operated by the Ministry of Public Health and those affiliated with universities, according to reports. The goal is to leverage the findings to enhance Thailand’s 30-baht universal healthcare scheme – often referred to as the “gold card” scheme – and improve overall healthcare system efficiency.

The HSRI board likewise reviewed research on the issue of contractors abandoning hospital construction projects. Researchers identified three primary causes for these disruptions and proposed short-, medium- and long-term policy solutions. Addressing these issues is vital for ensuring the timely completion of essential healthcare infrastructure.

Smisak Thepsuthin, who chairs the HSRI board, emphasized the institute’s role as a “treasure trove of knowledge driving the health system.” He also highlighted the potential for HSRI research to empower citizens with the knowledge to better manage their own health, potentially reducing healthcare expenditures by an estimated 630 million baht and reaching over 40 million people, as noted in recent coverage.
