Former U.S. President Donald Trump has threatened to impose a 100 percent tariff on Canadian goods if Canada pursues a trade agreement with China. The warning comes as Canadian Prime Minister Mark Carney encourages domestic consumption amid economic uncertainties.
“With our economy facing headwinds from abroad, Canadians are choosing to focus on what we can control,” Carney said, according to Reuters, on January 25, 2026.
Carney made the statement in a video message, though he did not directly reference Trump’s tariff threat. He added that while his country cannot dictate the actions of others, it can certainly determine its own course.

“We cannot control what other countries do, but we can be our own best customers,” he stated.
Earlier this month, Carney visited China in an effort to mend strained relations and explore potential trade agreements, making China Canada’s second-largest trading partner after the United States.
Trump initially appeared supportive of Carney’s trip.
“It’s a good thing for him to sign a trade deal,” Trump told reporters at the White House on January 16. “If you can get a deal with China, you should do it.”
However, Dominic LeBlanc, the Canadian minister responsible for Canada-U.S. trade, clarified that Canada is not pursuing a full free trade agreement with China. He indicated that discussions are focused on resolving specific tariff issues.
“There is no effort to achieve a free trade agreement with China. What has been achieved is the resolution of a number of important tariff issues,” LeBlanc said in a post on X, formerly known as Twitter, on Saturday.
The Chinese Embassy in Canada stated that China is prepared to collaborate with Canada to implement the key agreements reached by the two countries’ leaders.
Tensions between the U.S. and Canada have been rising in recent days, following Carney’s criticism of Trump’s past attempts to acquire Greenland.

Donald Trump warned that a 100 percent tariff would be imposed on goods entering the U.S. should Canada reach a trade agreement with China.
Trump referenced Prime Minister Carney in a post on his Truth Social platform, writing that if Carney “thinks he’s going to make Canada a ‘Shipping Port’ for China to send goods and products into the United States, he is very wrong.”
“If Canada makes a deal with China, the country will be immediately hit with a 100% tariff on all goods and products coming into the US from Canada,” he added.
