Ukraine has substantially escalated its economic pressure on Russia, imposing sanctions on nearly 700 vessels allegedly linked to Moscow’s efforts to bypass international restrictions on its energy exports. President volodymyr zelenskyy announced the sweeping measures Saturday, calling it the largest sanctions package targeting russia’s “shadow fleet” and a direct attempt to disrupt financing for the ongoing war. The move comes as Kyiv seeks to tighten the economic noose on the Kremlin, even as front line fighting continues and diplomatic solutions remain elusive.

Ukraine has imposed sanctions on nearly 700 vessels linked to Russia’s “shadow fleet,” which Moscow uses to transport oil products, President Volodymyr Zelenskyy announced Saturday. The move, described as the largest sanctions package of its kind, aims to disrupt Russia’s ability to finance its war in Ukraine by targeting the vessels facilitating the trade of oil and other energy resources.

Today, sanctions imposed by Ukraine came into effect on almost 700 additional seagoing vessels used by the Russians to finance the war. This is a significant part of the Russian fleet that transports oil and other energy carriers, generating revenue to prolong the war. This is the largest sanctions package ever specifically targeting tankers and other vehicles serving aggression,”

Zelenskyy said in a statement posted to his Telegram channel. The sanctions apply to ships operating under the flags of more than 50 jurisdictions.

“We continue to work to block all of these vessels, all companies owning these vessels, and the entire Russian oil and energy carrier export infrastructure with our partners,” Zelenskyy added. He voiced support for a full ban on maritime services for vessels involved in the export of Russian energy carriers.

The Ukrainian leader emphasized that pressure on Russia and diplomatic efforts to end the war must go hand in hand. “Russia must end the war it started and is prolonging,” he stated. The development underscores Ukraine’s commitment to cutting off revenue streams fueling the ongoing conflict.

According to a statement, the decree represents the largest sanctions package ever introduced against Russia’s shadow fleet. Observations in the Black Sea, Red Sea, and Baltic Sea regions have revealed that Russia has been utilizing these vessels to circumvent sanctions imposed by the European Union, the G7, and other nations, enabling the export of oil, petroleum products, and liquefied natural gas.

Shipowners and crews have reportedly disabled automatic identification systems (AIS) and employed schemes to conceal ownership and the origin of cargo. The sanctioned vessels have been flagged under the countries of Gambia, Sierra Leone, Panama, and Cameroon, among others.
