Multiple regions in western Russia experienced disruptions to essential services on February 15, 2026, following a series of drone attacks, according to reports from local officials. The incidents highlight escalating tensions as the conflict in Ukraine continues.

In the Bryansk region, Governor Alexander Bogomaz announced via Telegram that five towns and part of the city of Bryansk were left without heat and electricity due to attacks targeting energy infrastructure. Russian forces reportedly destroyed over 170 drones operating in the region.

The Belgorod region likewise came under heavy fire, with Governor Vyacheslav Gladkov reporting “massive shelling” by the Ukrainian army.

Gladkov further stated that the region’s energy infrastructure sustained significant damage. “The energy infrastructure was seriously damaged. The extent of the damage is being determined,” he wrote.

According to preliminary reports from the local Telegram channel Pepel-Belgorod, a missile struck a local thermal power plant, and another reportedly hit the Frunzenskaya substation. However, widespread power outages were avoided.

Russia has consistently targeted Ukraine’s energy facilities, particularly during the winter months. In response, Ukraine has focused its attacks on Russia’s oil and gas infrastructure.
