Vehicle owners in seven Indonesian provinces have a limited-time opportunity to clear outstanding taxes and penalties, paying only the current year’s tax amount. The initiative aims to ease the financial burden on residents and encourage tax compliance.
The tax amnesty program, currently underway, allows individuals with years of unpaid vehicle taxes to settle their debts without incurring additional fees for past due amounts. This offers significant savings for those with substantial tax liabilities.

Requirements for Participating in the Tax Amnesty

To renew a vehicle registration, several documents are required. Here’s a breakdown of the necessary paperwork for both annual and five-year renewals.
Requirements for Annual Vehicle Registration Renewal
- Original and a copy of the Vehicle Registration Certificate (STNK).
- Original and a copy of the Vehicle Ownership Certificate (BPKB).
- Original and a copy of the owner’s identification card (KTP) matching the vehicle’s registered information (for privately owned vehicles).
- A power of attorney, if someone is handling the renewal on the owner’s behalf.
Requirements for Five-Year Vehicle Registration Renewal
Five-year renewals involve replacing the vehicle’s license plate and STNK. A physical inspection of the vehicle is also required at the local vehicle registration office (Samsat). The following documents are needed:
- Original and a copy of the Vehicle Registration Certificate (STNK).
- Original and a copy of the Vehicle Ownership Certificate (BPKB).
- Original and a copy of the owner’s identification card (KTP) matching the vehicle’s registered information.
- A power of attorney, if the owner is unable to appear in person and is represented by another party.
- The vehicle itself, for the physical inspection.
Provinces Offering Tax Amnesty Without Penalties
Here’s a list of the provinces currently participating in the tax amnesty program:
1. West Sumatra
The tax amnesty program in West Sumatra began on October 20 and will run until December 30, 2025, as outlined in West Sumatra Governor Decree Number 903-686-2025 regarding the waiver of principal and administrative sanctions for motor vehicle taxes. Governor Mahyeldi stated the decision aims to alleviate the financial strain on residents, increase taxpayer awareness, and improve administrative compliance for motor vehicles in the region.
In West Sumatra, the program eliminates previous years’ tax liabilities and waives penalties for late payments. It also includes a waiver of the Annual Motor Vehicle Compulsory Insurance (SWDKLLJ) fee from Jasa Raharja for prior years. Additionally, the West Sumatra Provincial Government offers a 50% discount for vehicles originating from outside the province that are being registered in West Sumatra, as well as tax discounts for public transportation vehicles.
2. North Sumatra
The North Sumatra Provincial Government is also offering a tax amnesty, including the elimination of previous years’ tax arrears. Vehicle owners only need to pay the principal tax for 2024 and 2025, and 2026 if the tax period falls due in January 2026. For example, if taxes haven’t been paid for five years from 2020, taxes for 2020-2023 are not required. Several other benefits are also available.
The North Sumatra Provincial Government’s program includes:
- A discount of up to 5% on motor vehicle tax (PKB) for compliant taxpayers who pay before the due date.
- Waiver of the second vehicle transfer fee or transfer fee for used vehicles.
- Waiver of the progressive tax.
- Waiver of penalties or administrative sanctions for PKB.
- Waiver of SWDKLLJ penalties from previous years.
3. Jambi
Jambi is also running a vehicle tax amnesty program, scheduled to end soon. The program, effective from August 19 to December 22, 2025, is open to all vehicle owners in Jambi Province.
Requirements and conditions for participating in the Jambi Provincial Government’s 2025 vehicle tax amnesty program:
1). Waiver of principal tax for vehicles that are 5 to 15 years overdue, requiring payment for only 2 years. Only one vehicle is eligible for this principal tax waiver.
2). Waiver of administrative sanctions for overdue PKB.
3). Waiver of administrative sanctions for BBNKB auctions (auctions of motor vehicles resulting from state seizures/executions, government vehicles, leasing companies).
4.) Waiver of administrative sanctions for the first, second, and auction registration of motor vehicle tax that have passed the due date.
5.) Waiver of SWDKLLJ penalties from the previous year and prior years.
4. South Sumatra
In South Sumatra, arrears and penalties from previous years are waived. Vehicle owners only need to pay one year’s PKB. Additionally, there are waivers for used vehicle transfer fees, progressive tax costs, and SWDKLLJ penalties from previous years.
5. South Kalimantan
The South Kalimantan Provincial Government has extended tax relief for vehicles. According to the Bapenda South Kalimantan Instagram account, there is a 25% discount on the principal motor vehicle tax for privately owned vehicles and a 34.17% discount on the principal vehicle transfer fee. The program has been extended until December 31, 2025. This round also includes a waiver of all outstanding PKB penalties, allowing taxpayers to pay only the current year’s tax.
6. Central Kalimantan
From September 24 to December 31, 2025, taxpayers in Central Kalimantan only need to pay the current year’s motor vehicle tax to receive a waiver of vehicle tax penalties, a waiver of principal and transfer fees for vehicles entering from outside Central Kalimantan Province, a waiver of principal tax arrears, a waiver of SWDKLLJ penalties, and a waiver of used vehicle transfer fees.
7. Southeast Sulawesi
Based on Southeast Sulawesi Governor Decree Number 100.3.3.1/107 of 2025, penalties and principal tax arrears for motor vehicles from 2024 and prior years are waived for students and university students. The goal is to help young people focus on their education without the burden of tax administration. This policy includes the waiver of penalties and arrears applicable until April 2026.
These are the provinces currently offering vehicle tax amnesty, requiring payment of only the current year’s tax. Be sure to meet the requirements. These tax amnesty programs are not necessarily offered every year.
