International efforts to forge a path toward peace in Ukraine are facing hurdles, as key allies signaled Saturday that a U.S.-brokered peace plan requires further negotiation [[1]]. The assessment, delivered during the G20 summit in Johannesburg, highlights the complexities of reaching a resolution to the nearly two-year conflict [[2]]. Simultaneously, ukraine is preparing to engage in direct talks with U.S. officials in Switzerland, underscoring a proactive approach to shaping the terms of any potential agreement.

Leaders from the European Union, the United Kingdom, Canada, and Japan have indicated that a U.S.-brokered peace plan for Ukraine “requires additional work,” signaling continued international scrutiny of efforts to end the ongoing conflict. The statement, released Saturday, November 22, 2025, came during the G20 summit in Johannesburg, where global leaders are gathered to address pressing economic and geopolitical challenges.

The group acknowledged the United States’ ongoing efforts to achieve peace in Ukraine, stating, “We welcome the continued efforts of the United States to achieve peace in Ukraine. The initial draft of the 28-point plan includes important elements that will be essential for a just and lasting peace.” However, they emphasized the need for further refinement, adding, “Therefore, we believe the draft constitutes a basis that will require additional work. We are prepared to collaborate to ensure that any future peace is sustainable.”

A key principle underscored by the leaders was the inviolability of borders. “We are clear on the principle that borders should not be changed by force,” they affirmed. Concerns were also raised regarding proposed limitations on Ukraine’s armed forces, which officials believe could leave the country vulnerable to renewed aggression.

Ukraine and the U.S. to Hold Peace Negotiations in Switzerland

Separately, Ukraine announced plans for upcoming consultations with U.S. officials in Switzerland to discuss potential parameters for a peace agreement with Russia. Rustem Umérov, Secretary of Ukraine’s National Security and Defense Council and the country’s chief negotiator, stated the meetings would be held in the coming days.

Umérov, the former Ukrainian Minister of Defense, explained that Ukraine approaches the process with a firm understanding of its interests and intends to present its vision to the U.S. representatives, determining the next steps toward a resolution. The development underscores Ukraine’s proactive role in seeking a diplomatic end to the conflict.

Earlier Saturday, Ukrainian President Volodymyr Zelenskyy appointed a negotiating team tasked with working alongside the U.S., Russia, and other international partners to develop a “just and sustainable” peace plan. The team will be led by Andrí Yermak, head of the Presidential Office, and Umérov, and includes seven additional high-ranking officials, including the heads of the Military Intelligence (GRU) and the General Staff of the Armed Forces. The announcement could influence future diplomatic talks and signal a heightened effort to find a path toward peace.
