Indonesia’s anti-corruption agency (KPK) affirmed Tuesday that its handling of a corruption case involving former ASDP President Director Ira Puspitadewi adhered to legal procedures. The statement comes after President Prabowo Subianto granted rehabilitative measures to Puspitadewi and two other former ASDP executives.

“Our investigators, prosecutors, and public defenders involved in this case have had their work formally tested through a pre-trial review, which we successfully navigated,” said Asep Guntur Rahayu, Acting Deputy for Prosecution and Execution at the KPK, to reporters in Jakarta on Tuesday, November 25, 2025.

“This means, formally, the actions taken by investigators and prosecutors did not violate the law and were in accordance with existing procedures,” he added.

Rahayu also stated that the merits of the case were substantiated during the trial process. He confirmed that all elements of the charges were examined and decided upon by the court.

“As you know, on November 20, verdicts were handed down to the defendants,” Rahayu explained. “This also provides an answer. Formally and substantively, the case has been tested and concluded.”

“In essence, our work has passed both a material and formal test, winning the pre-trial review and subsequently being validated by the court’s decision on November 20,” he continued.

Regarding President Subianto’s decision to grant rehabilitation to Puspitadewi and others, Rahayu characterized it as a discretionary power vested in the President. He assured the public that the KPK does not view this as a negative precedent for corruption enforcement in Indonesia.

“From our perspective, this does not set a bad precedent, as the situation is different. As we’ve explained, our task – proving the case formally and materially – is complete. It’s important to distinguish this from the court’s ruling and the subsequent rehabilitation, which falls under the President’s prerogative. We are no longer within the scope of that authority,” he concluded.

President Prabowo Subianto recently granted rehabilitation to former ASDP Director Ira Puspadewi, with the order signed Tuesday afternoon.

“Thankfully, today, the President of the Republic of Indonesia, Mr. Prabowo Subianto, has signed the rehabilitation order for these three individuals,” said Deputy Speaker of the DPR RI, Sufmi Dasco Ahmad, during a press conference at the Presidential Palace on Tuesday, November 25.

The rehabilitation process began with requests from the public to the DPR. The DPR’s Legal Commission then reviewed the case involving Ira Puspadewi.

“Responding to various aspirations from different community groups, we requested the Legal Commission to conduct a legal review of the case,” Dasco said.

“The results of that legal review were then communicated to the government,” he added.

Ira Puspadewi was sentenced to four and a half years in prison in connection with the acquisition of PT Jembatan Nusantara (JN) by PT ASDP. The verdict drew significant public attention.

In addition to Ira, former PT ASDP Commercial and Service Director M Yusuf Hadi and former PT ASDP Planning and Development Director Harry Muhammad Adhi Caksono each received four-year prison sentences. President Subianto has now granted rehabilitation to all three.
