The district of Santiago de Surco has begun implementing the “Lima Reporta” mobile application, a digital tool designed to streamline the identification and penalization of traffic violations. The rollout is part of a broader effort to modernize urban surveillance and curb illegal parking across the capital.

Under the new system, municipal inspectors use the app to document infractions in real-time through photos and videos. These digital records are transmitted to a centralized platform, where they undergo a technical validation process before an official fine is issued. According to officials, the initiative is intended to enhance the detection of behaviors already prohibited under the National Traffic Regulations.

The deployment of the tool is being driven by the Municipalidad Metropolitana de Lima (MML), which seeks to expand the app’s use throughout the city to improve transit flow and compliance.

However, the expansion comes amid significant scrutiny. As of May 5, 2026, the system is facing questions following a controversial implementation in San Miguel. In that district, thousands of fines are currently being re-evaluated due to reports of potential irregularities in how the sanctions were applied.

The shift toward photo-based ticketing underscores a growing trend in urban management to replace traditional manual citations with digital evidence. While the MML maintains that the process is a technical improvement, the ongoing disputes in other districts highlight the challenges of balancing automated enforcement with due process.
