Vehicle restrictions are in effect Friday, March 6, in Mexico City and surrounding areas of the State of Mexico, as authorities continue to grapple with air quality concerns. The restrictions, known as “Hoy No Circula,” apply to cars with blue holographic stickers and license plates ending in 9 or 0.
According to the schedule from the Environmental Commission of the Megalopolis (CAMe), vehicles with blue stickers are prohibited from driving on streets between 5:00 a.m. And 10:00 p.m.
As of February 19, there was no public information regarding a potential double “Hoy No Circula” day on Friday due to environmental contingency, though officials continue to monitor conditions.
Certain vehicles are exempt from the restrictions. These include vehicles with a 0 or 00 hologram, electric and hybrid cars, motorcycles, public transportation, and emergency vehicles.
Municipalities in the State of Mexico Affected by Hoy No Circula
The “Hoy No Circula” program applies to both Mexico City and 18 municipalities in the State of Mexico, coordinated by the Environmental Commission of the Megalopolis. The affected municipalities are:
- Atizapán de Zaragoza
- Coacalco de Berriozábal
- Cuautitlán
- Cuautitlán Izcalli
- Chalco
- Chicoloapan
- Chimalhuacán
- Ecatepec de Morelos
- Huixquilucan
- Ixtapaluca
- La Paz
- Naucalpan de Juárez
- Nezahualcóyotl
- Nicolás Romero
- Tecámac
- Tlalnepantla de Baz
- Tultitlán
- Valle de Chalco
Fines for Driving on Restricted Days
- Mexico City: 2,346 – 3,519 pesos (20 to 30 UMAS)
- State of Mexico: 2,346 pesos (20 UMAS)
Out-of-State Vehicles
Drivers traveling for tourism purposes can apply for a Tourist Pass for their vehicle. This permit allows driving in the Metropolitan Zone of the Valley of Mexico without penalty. The pass can be obtained once per semester for 14 days, or twice per semester for 7 days each. A long weekend pass (3 days) is also available, and must be requested by the vehicle owner.
Penalties for Violating Hoy No Circula
According to current regulations, those who violate the “Hoy No Circula” program face fines ranging from 2,262.8 to 3,439.46 pesos, equivalent to 20 to 30 Measurement and Update Units (UMA) as of 2025.
Vehicles found in violation of the program may be impounded and require payment of a fine for release, in accordance with the Environmental Law and the Vehicle Verification Regulations of Mexico City, as well as the Metropolitan Transit Regulations. Vehicles impounded during an environmental contingency must also wait for the restriction to end before being released.
Vehicle Verification Dates for 2026
Vehicles must be verified twice a year in both Mexico City and the State of Mexico, based on the last digit of the license plate and the sticker color. The verification calendar for this year is as follows:
- Plates ending in 5 and 6 in the first semester (January and February) (yellow sticker)
- Plates ending in 7 and 8 in February and March (pink sticker)
- Plates ending in 3 and 4 in March and April (red sticker)
- Plates ending in 1 and 2 in April and May (green sticker)
- Plates ending in 9 and 0 in May and June (blue sticker)
- Plates ending in 5 and 6 in the second semester (July and August) (yellow sticker)
- Plates ending in 7 and 8 in August and September (pink sticker)
- Plates ending in 3 and 4 in September and October (red sticker)
- Plates ending in 1 and 2 in October and November (green sticker)
- Plates ending in 9 and 0 in November and December (blue sticker)
