World Rugby Announces Major Rule Overhauls: TMO Replaced by RRS as Scrum and Maul Guidelines Updated
In a sweeping effort to refine the flow of the game and improve officiating consistency, World Rugby is implementing a series of significant law changes and structural updates to how matches are reviewed and played.
The most striking shift comes with the removal of the Television Match Official (TMO). In a major move to modernize game management, the TMO is being scrapped and replaced by a new Rugby Review System (RRS). This transition marks a fundamental change in how officials will handle critical decision-making during live play.
Beyond the review booth, the governing body is also tackling long-standing frustrations at the set piece. A recent law change has finally fixed “dodgy scrum feeds,” bringing an end to a recurring point of contention for players and coaches. The adjustment has been welcomed as a necessary correction, described as arriving “at long last.”
The updates extend to the maul as well, with World Rugby introducing a new Law Application Guideline for the Maul. This specific guideline is scheduled to become effective on June 1, 2026.
These collective changes signal a concerted push by World Rugby to eliminate ambiguity in law application and reduce delays, ensuring the sport remains dynamic for both athletes and global audiences.
