Pertamina and Shell are nearing a deal for the supply of base fuel, with an initial shipment of 100,000 barrels expected to be delivered around November 25, 2025, according to Indonesian officials. The agreement comes as Shell works to replenish its fuel stocks and Pertamina seeks to expand its role as a regional supplier.
While Indonesia’s Ministry of Energy and Mineral Resources (ESDM) indicated a firm agreement is in place, Shell described the negotiations as being in their final stages.

Yuliot Tanjung, Vice Minister of ESDM, stated that Pertamina and Shell have reached an agreement for the purchase of base fuel. Shell is set to receive a supply of approximately 100,000 barrels from Pertamina.
“It’s around 100,000 barrels,” Tanjung said during a meeting at the Sheraton Hotel in Jakarta on Tuesday, November 25, 2025.
Tanjung added that Pertamina has begun the handover process to Shell, with delivery expected to occur today, November 25, 2025, at a pre-agreed location. He did not disclose the specific location.
“Shell has reached an agreement with Pertamina, and the delivery is planned for November 24th or 25th to the agreed-upon handover point between Pertamina and Shell,” Tanjung explained.
Shell’s Response
Shell Indonesia confirmed it is finalizing negotiations with Pertamina for the purchase of base fuel. Ingrid Siburian, President Director & Managing Director Mobility, stated that the business-to-business (B2B) discussions regarding the import of base fuel from Pertamina Patra Niaga are in their concluding stages.
The Ministry of Energy and Mineral Resources has reported that both companies have reached a consensus. Shell anticipates its fuel stocks will be replenished by the end of November.
“Shell Indonesia would like to inform that the current business-to-business (B2B) discussions regarding the supply of imported base fuel from Pertamina Patra Niaga are in the final stages,” Siburian said in a statement released Tuesday, November 25, 2025.
