— Jeśli chcecie tu sprzedawać, inwestujcie tu — that’s the core message the government is sending to foreign companies, officials stated. According to Deputy Minister Gołota, Poland has been “naiwnym” – or naive – in its approach to acquiring American weaponry, treating purchases as a form of “payment for security” under the U.S. Protective umbrella.
Nie tylko montaż, ale transfer technologii
The new strategy aims to go beyond simply locating basic production lines within Poland. — Potrzebujemy transferu technologii. Musimy być częścią globalnego łańcucha dostaw — the deputy minister emphasized, meaning Poland needs technology transfer and integration into global supply chains. The goal is for Polish companies to participate in the design, development, and production processes, rather than simply fulfilling low value-added contracts.
Gołota highlighted Poland’s attractiveness as a partner, noting it doesn’t directly compete with major European defense corporations although possessing substantial funds for procurement and investment, including through the EU’s SAFE program. A further advantage lies in the presence of numerous smaller, specialized technology companies.

The new approach is expected to particularly benefit Polska Grupa Zbrojeniowa (Polish Armaments Group). The deputy minister assessed that the holding company needs capital and modern technologies, and the SAFE program could make it one of the main beneficiaries of European support.
– or, “Only a few countries can offer such a broad scope of cooperation. The question is, are you ready to play by the new rules? If so, you are welcome here. If not, we will work with someone else.”
As early as last year, Gołota conveyed similar expectations to American defense firms during a visit to the United States. He spoke then o końcu “bycia jedynie klientem” i potrzebie budowania w Polsce realnych partnerstw – or, about ending “being merely a client” and the demand to build real partnerships in Poland – including joint ventures and projects that bring technology and know-how to the country.
