Amidst escalating tensions in teh Caribbean, Russia and China are publicly condemning the United States’ increasingly assertive actions toward Venezuela. The criticism, leveled during an emergency UN Security Council meeting Tuesday, centers on the U.S. military and economic pressure campaign-including a naval blockade and intercepted oil tankers-aimed at ousting President Nicolás Maduro. Accusations of “cowboy-like behavior” and violations of international law are raising concerns about potential further intervention in the oil-rich nation, which has the largest proven reserves in the world and has drawn the attention of global powers.
Russia and China have sharply criticized the United States over its increasing military and economic pressure on Venezuela, labeling Washington’s actions as “cowboy-like behavior” and intimidation. The rebuke comes as tensions escalate in the region, raising concerns about potential further intervention.
Venezuela, with the backing of Moscow and Beijing, requested an emergency meeting of the UN Security Council, accusing the U.S. of wielding “the largest act of coercion in our history.”
The United States has deployed a significant military presence in the Caribbean and recently intercepted oil tankers as part of a naval blockade targeting vessels believed to be violating sanctions against Venezuela. During Tuesday’s (December 23) meeting, U.S. Ambassador Mike Waltz stated his country would do everything possible to protect its borders and citizens.

President Donald Trump has accused Venezuela of using its oil resources – the largest proven reserves in the world – to finance “narco-terrorism, human trafficking, murder, and kidnapping.” Venezuela vehemently denies involvement in drug trafficking and asserts that Washington is attempting to overthrow President Nicolás Maduro in order to seize control of the country’s vast oil reserves.
“The actions of the U.S. side contradict all the fundamental norms of international law,” said Russian Ambassador to the UN, Vassily Nebenzia, describing the U.S. blockade as “an act of aggression.”
“Washington’s responsibility for the disastrous consequences of such cowboy behavior is also clear,” he added to the council.
“China opposes all unilateralism and intimidation and supports all countries in defending their sovereignty and national dignity,” stated Chinese representative Sun Lei.
Venezuelan Ambassador Samuel Moncada accused the U.S. of extortion, claiming Washington is demanding that the Venezuelan people relinquish their wealth.
“We are facing a power that acts outside of international law, demanding that the Venezuelan people leave our country and surrender it. This is the largest act of coercion in our history,” he said.
U.S. Ambassador Waltz reiterated Trump’s accusations against Venezuelan leaders, stating that Nicolás Maduro is a fugitive wanted by the U.S. and the head of a foreign terrorist organization known as ‘Cartel de los Soles.’
Experts note there is no verifiable evidence of a clearly defined, hierarchical organization operating under that name. The U.S. government has offered a $50 million reward for information leading to Maduro’s arrest, a close ally of Russian President Vladimir Putin.
Since September, U.S. forces have conducted dozens of aerial strikes against vessels Washington claims, without providing evidence, are transporting narcotics. More than 100 people have reportedly died as a result.
