Agency leadership announced plans to bring on approximately 4,000 new employees by 2028, a move prompted by increasing concerns over staffing shortages, the loss of experienced agents, and a consistently high workload. The influx of personnel will offset anticipated retirements and increase the agency’s total workforce by around 20%, pushing it past 10,000 individuals for the first time.
The Secret Service intends to significantly expand its special agent ranks, increasing the number from around 3,500 to approximately 5,000. Plans also call for growing the uniformed division to roughly 2,000 officers, alongside the addition of support staff. Deputy Director Matthew Quinn will oversee the recruitment process.
The agency faces considerable hurdles in its hiring efforts, including a limited pool of qualified candidates, strong competition from other law enforcement organizations, and challenges in the onboarding and training process, according to former Secret Service officials.
A larger workforce would allow the Secret Service to rely less on assistance from other agencies when providing security for high-risk events and to exert greater control over security measures. Insufficient coordination with partner agencies was identified as a contributing factor in a security breach in 2024, during a campaign event for Donald Trump in Butler, Pennsylvania.
Secret Service leadership stated that it has already streamlined the hiring timeline and is exploring additional ways to accelerate the process. The pressure on the agency is expected to intensify as 2028 approaches, with both the presidential election and the Summer Olympic Games in Los Angeles on the horizon. Officials emphasized that despite the accelerated timeline, selection standards will not be lowered and investigative work will remain a core component of the agency’s mission.
