Swedish Coast Guard Boards Vessel for Environmental Crimes

A Panama-flagged bulk carrier has been intercepted off the coast of Ystad, Sweden, after authorities discovered the vessel was illegally discharging coal residues into the Baltic Sea. The incident underscores the strict environmental protections enforced within Sweden’s economic zone to prevent long-term ecological damage.

Captain Admits to Environmental Crime

The captain of the 225-meter-long bulk carrier, identified as the Hui Yuan, has admitted to committing an environmental crime through negligence. According to Håkan Andersson, a senior prosecutor with the National Unit for Environmental and Occupational Crime, the captain acknowledged during questioning that he should have been aware of the discharge and taken steps to prevent it.

The legal resolution for the incident is expected to be swift. Andersson stated that authorities intend to issue a penalty order consisting of 50 day-fines of 500 kronor each. Once the captain approves the order, the legal matter will be considered resolved.

Detection and Boarding

The operation began on Saturday, April 11, 2026, when Swedish Coast Guard aircraft monitoring the Baltic Sea spotted the vessel washing coal residues from its deck into the water. Acting on orders from the Prosecution Authority, Coast Guard personnel aboard the vessel KBV 003 boarded the Hui Yuan at approximately 8:00 a.m. On Sunday, April 12, 2026.

Daniel Stenling, deputy head of the Coast Guard’s operational department, emphasized the necessity of the intervention. “Shipping must know that Swedish authorities together maintain order at sea. We act to increase maritime safety and protect the environment. If there is a suspected vessel, we intervene based on current conditions,” Stenling said in a press release.

Vessel Details and Route

The Hui Yuan, which measures 32 meters in width, is a bulk carrier designed to transport cargo directly in its hull without packaging. The ship was traveling from Russia to Las Palmas, Spain, and remained anchored outside Ystad following the boarding operation. A preliminary investigation into the violation of the Environmental Code has been launched.
