French Political Crisis Threatens EU Geopolitical Influence
France’s ongoing political instability is raising concerns across Europe about the potential weakening of the European Union’s ability to respond to escalating global challenges, from the war in Ukraine to rising competition from China.
The crisis, stemming from prolonged political deadlock and the prospect of a far-right government, is disrupting the traditionally strong Franco-German partnership, a cornerstone of European policy. Experts warn that paralysis in Paris deprives Berlin of a key ally for decisive strategic action. “Without political stability in Paris, joint initiatives…risk stagnating,” noted Paul Maurice, Secretary General of the Study Committee on Franco-German Relations at the Institut Français des Relations Internationales (IFRI). This comes at a critical time as the EU seeks to bolster its defense capabilities and reduce reliance on the United States.
Several analysts highlight the impact on key European projects. Armida van Rij, Senior Research Fellow at the Centre for European Reform, pointed to the potential disruption of planned defense spending increases, stating that discussions on the country’s budget, including defense allocations, “will continue to be held hostage.” France had earmarked €6.7 billion ($7.8 billion) for defense modernization, but this investment is now uncertain. The situation also threatens to empower extremist parties and erode faith in democratic institutions across the continent, as detailed in recent reports from the Bertelsmann Stiftung.
While some officials, like German government spokesperson Stefan Kornelius, have urged against “dramatizing the situation,” others express deeper concern. “Europe must prepare now,” urged Fabian Zuleeg, Chief Executive of the European Policy Centre, advocating for strengthening mechanisms to protect EU decisions and its budget. The instability in France underscores the EU’s broader structural weaknesses in foreign policy, where collective action often requires near-unanimity, as seen with support for Ukraine.
European leaders are closely monitoring the situation, with officials indicating that they will attempt to maintain diplomatic momentum despite the challenges.
