The European Union and the United Arab Emirates have initiated formal negotiations for a strategic partnership agreement, marking a significant step in their strengthening bilateral relationship. Announced by top officials from both entities, the agreement seeks to expand cooperation on a range of shared interests-building upon existing economic ties and a broader partnership agenda established at the 2024 EU-Gulf Cooperation Council summit. This partnership underscores a commitment to navigating evolving geopolitical dynamics and fostering stability across the Europe, Middle East, and African regions.

The United Arab Emirates and the European Union have formally launched negotiations for a strategic partnership agreement, signaling a deepening of ties between the two entities. The move, announced by European Commissioner for Neighbourhood and Enlargement Dubravka Šuica and UAE Minister of State Lana Zaki Nusseibeh, aims to bolster cooperation across key shared priorities.

This development comes alongside ongoing discussions for a free trade agreement between the EU and the UAE, further solidifying economic relations. The strategic partnership agreement will provide a comprehensive framework to support the expanding scope of collaboration, building on an ambitious agenda set forth during the 2024 EU-Gulf Cooperation Council summit in Brussels.

Officials say the agreement also supports the objectives outlined in the EU’s 2022 Joint Communication on a Strategic Partnership with the Gulf region, and existing arrangements to enhance cooperation established in 2018 between the European External Action Service and the UAE Ministry of Foreign Affairs. The partnership underscores the growing importance of the relationship as both sides navigate a complex geopolitical landscape.

Šuica and Nusseibeh both reaffirmed their commitment to strengthening the strategic partnership in areas including trade, investment, and humanitarian aid. They also highlighted the crucial role both the UAE and the EU play in fostering connections between Europe, the Middle East, Asia, and Africa.

The agreement is expected to enhance cooperation in supporting regional peace and stability, protecting multilateralism and international law, and exploring opportunities in areas such as connectivity, research and innovation, energy, the green and digital transition, and artificial intelligence.

“We are committed to forging an ambitious, future-oriented partnership that strengthens the well-established bonds between the UAE and the EU,” Nusseibeh stated. “This collaboration will benefit the people of Europe, the UAE, and the wider region, particularly in the face of increasing regional and international challenges.”

Both sides emphasized their shared commitment to building a forward-looking partnership that will strengthen the established ties between the UAE and the EU, particularly given the increasing regional and international challenges, and ultimately benefit the people of both Europe and the UAE, as well as the broader region.
