A drone strike in the Russian-occupied Kherson region of Ukraine killed at least 20 people and injured dozens more on New Year’s Day, according to Russian officials. The attack, which targeted a hotel and cafe in the town of Khorly, comes amidst ongoing, albeit fragile, peace negotiations between Ukraine and Russia [[2]]. This incident threatens to escalate tensions and casts further doubt on the prospects for a swift resolution to the nearly two-year-long conflict.

At least 20 people were killed and many more injured in a drone strike on a hotel in the Russian-occupied Kherson region of Ukraine on January 1, 2024, according to Russian officials.

The attack, which occurred as civilians were celebrating the New Year, has prompted accusations from Moscow that Ukraine is deliberately undermining peace efforts. The incident comes as tentative peace negotiations between Ukraine, the United States, and Russia continue, with Ukrainian President Volodymyr Zelenskyy recently stating his country is 90% of the way to reaching a peace agreement.

According to Vladimir Saldo, the Russian-appointed governor of the Kherson region, three drones targeted a cafe and hotel in the coastal town of Khorly, where civilians had gathered for New Year’s festivities. Saldo posted images on Instagram showing a building engulfed in flames, debris, and the bodies of victims. Ukrainian officials have not yet commented on the allegations.

Russia’s Investigative Committee has launched an investigation into the attack, reporting that more than 20 people were killed and numerous others wounded. The exact number of casualties is still being verified by the Russian Foreign Ministry. Saldo indicated that over 100 people were at the hotel celebrating at the time of the strike.

The Russian Foreign Ministry has accused Ukraine of “terrorism” and called for international condemnation, warning Kyiv of consequences. The development underscores the fragility of the situation as both sides continue to accuse each other of escalating the conflict.

Meanwhile, President Zelenskyy accused Russia of launching over 200 drones across Ukraine overnight, primarily targeting energy infrastructure. “Ukrenergo,” Ukraine’s national power grid operator, reported widespread power outages, and significant damage was also inflicted on railway and port infrastructure.

In the Kharkiv region, a Russian strike hit a park containing a zoo, injuring one person. The attack also wounded animals, including a lion, and killed peacocks and parrots, according to zoo owner Oleksandr Feldman in a statement to Ukrainian media.

This exchange of attacks highlights the ongoing violence despite ongoing diplomatic efforts. The incident in Kherson is likely to further complicate the path toward a potential ceasefire.
