Ukrainian officials are considering direct negotiations with Russian President Vladimir Putin in Moscow, a move that could signal a shift in efforts to resolve the ongoing conflict. The possibility of a high-level meeting was reported by the Telegram channel Ukraine context, which is connected to Kirilo Budanov, head of the Ukrainian presidential office. The potential for direct talks comes amid concerns that the current Russian negotiating team lacks the authority to make meaningful decisions regarding a settlement to the war, leading to stalled progress. According to reports, the Ukrainian side believes a direct engagement with Putin is necessary to break the impasse. During recent negotiations in Abu Dhabi, a proposal was made to relocate future meetings between the delegations. This change of venue is seen as a potential catalyst for advancement in the discussions. The United States special envoys Steve Witkoff and Jared Kushner could act as “security guarantors” in the process. A proposal suggests they would arrive in Warsaw, collect the Ukrainian negotiating team, and fly together to Vnukovo Airport in Moscow for direct talks with Putin. However, the participation of Kirilo Budanov remains uncertain, as Russian authorities issued an arrest warrant for him in 2023.
