Thirty-Five Nations Gather in Paris for Ukraine Summit
Paris is hosting a major international summit Tuesday, bringing together allies of Ukraine and U.S. representatives to demonstrate a united front on security guarantees for Kyiv and to discuss the potential formation of a multinational force. The meeting comes as diplomatic efforts intensify to find a path toward ending the nearly four-year-long conflict with Russia.
French President Emmanuel Macron will host Ukrainian President Volodymyr Zelenskyy and U.S. envoys Steve Witkoff and Jared Kushner – son-in-law of former President Donald Trump – for a working lunch at the Élysée Palace.
The summit will then convene representatives from 35 countries, including 27 led by heads of state or government, such as Italian Prime Minister Giorgia Meloni and Canadian Mark Carney. Leaders from NATO and the European Union are also expected to participate.
The French presidency describes the gathering as the culmination of efforts begun roughly a year ago, following Donald Trump’s return to American politics, to prevent the United States from withdrawing support for Ukraine. This initiative reflects concerns about the potential for shifting U.S. foreign policy priorities.
“We have succeeded in this exercise of convergence between Ukraine, Europe and America,” a presidential advisor told reporters Monday, highlighting renewed diplomatic activity since November. Washington has been leading the push for a potential agreement with Russia to end the war.
A press conference is scheduled for later in the day, featuring Presidents Macron and Zelenskyy, British Prime Minister Keir Starmer, and German Chancellor Friedrich Merz.
In mid-December in Berlin, several European nations formalized a proposal for a “multinational force for Ukraine” backed by the United States, which pledged to offer “very strong” security guarantees.
Tuesday’s discussions will focus on a shared vision for the “modalities of a future ceasefire” between Ukraine and Russia, including how such an agreement could be “verified” using “technical means, drones, and satellites” rather than a large-scale ground military deployment. Leaders will also consider a response plan in the event of any violations, according to the French presidency.
Another key item on the agenda, officials said, is the “operational modalities” for deploying a multinational force to “reassure Ukraine in the air, at sea, and on land” in the event of a potential Russian attack following a peace agreement.
