Kallas: EU Should Focus on Demanding Concessions from Russia for Sustainable Peace in Ukraine

The European Union needs to shift its focus from pressuring Ukraine to make concessions to instead demanding concessions from Russia in order to achieve a “sustainable peace,” according to EU High Representative Kaja Kallas. This requires the creation of a “European plan for sustainable peace” outlining specific demands for Russia. Kallas stated in an interview with ANSA and other international news agencies that she will send proposals to member states in the coming days to begin the conversation. “Before discussing who should talk to Moscow, we need to understand what we want to talk about,” she said.

Kremlin Confirms Contacts with France to Initiate Dialogue

Kremlin spokesperson Dmitry Peskov has confirmed that contacts have been made to initiate dialogue between Moscow and Paris. “there have been contacts, we can confirm this and this, if desired and necessary, will facilitate to quickly establish a dialogue at the highest level,” Peskov said, as reported by Ria Novosti. Reuters reported last week that French President Emmanuel Macron had sent his advisor Emmanuel Bonne to Moscow. Peskov, cited by Interfax, noted that “so far there have been no initiatives in this regard” from other European capitals.

Odessa Region Hit Overnight, Power Outages Reported in Three Communities

Communities in three areas of the Odessa region experienced partial power outages following a Russian attack on an energy facility overnight, officials said. Oleg Kiper, head of the Odessa military administration, reported via Telegram, according to Ukrainska Pravda, that “last night, the enemy inflicted another cynical blow to the energy infrastructure of the Odessa region.” Damage to an administrative building was also reported, along with a fire at the energy facility. Preliminary reports indicate no casualties. The impact caused partial power outages in settlements across three communities in the region. Critical infrastructure was switched to backup power via generators, and efforts to restore electricity are underway.

The Air Force reported that Russian drones were moving over the Black Sea toward Odessa shortly after midnight. Kiper and Lysak urged residents of Odessa and the Odessa district to seek shelter. Initial reports indicated damage to residential infrastructure and several fires, including damage to a gas pipeline.

Moscow: No Security Guarantees Imply No Agreement Possible in Ukraine

Russian Deputy Foreign Minister Alexander Grushko stated that any potential agreement regarding the war in Ukraine must include security guarantees for Moscow. Without these, he said, a peace agreement would be impossible. “We recognize that a peaceful solution in Ukraine must take into account the security interests of Ukraine, but for us, the security interests of Russia are obviously of fundamental importance,” Grushko said. He argued that European Union leaders have failed to address Moscow’s concerns. “If you carefully examine all the statements made by EU leaders, no one talks about guarantees for the security of Russia,” Grushko stated. “This represents a key element for reaching an agreement. Without it, no peace treaty is possible,” he added.
