As pressures on free speech mount globally, the region of Jönköping, Sweden, is emerging as a notable haven for threatened journalists and artists. Located on the southern end of Lake Vättern [[1]], Jönköping County is proactively defending human rights through refuge programs and civic engagement initiatives. These efforts, detailed below, highlight a growing international movement to protect voices facing persecution and bolster democratic values.

Region Offers Safe Haven for Threatened Voices, Champions Free Speech

Sweden’s Jönköping County is actively defending freedom of expression and human rights through several initiatives, including providing refuge for artists and journalists facing persecution in their home countries. The region’s commitment underscores the vital link between cultural expression, democratic values, and the ability to speak freely – principles increasingly under threat globally.

Since 2013, Jönköping County has been a member of ICORN – International Cities Of Refuge Network, an international network of cities offering sanctuary to writers, journalists, and artists who cannot freely practice their professions. This membership allows the region to offer a safe space for these individuals to continue their work while enriching the local cultural landscape.

The region’s dedication to free speech extends beyond providing refuge. Since 2019, with support from the Swedish Arts Council, Jönköping County has hosted Röster om yttrandefrihet (Voices on Freedom of Expression), a program series featuring lectures, discussions, and cultural events, often coinciding with Banned Books Week Sweden.

A key component of the region’s efforts is the understanding that a diverse range of cultural expression strengthens democratic values like transparency and inclusivity. By supporting artists and journalists who face limitations on their freedom of speech, Jönköping County is actively promoting these principles.

‘Democracy in Motion’ Project Promotes Civic Engagement

Region Jönköpings län is also participating in Demokrati i rörelse (Democracy in Motion), a national pilot project designed to engage both high school students and adults with literature, podcasts, and documentaries focused on democracy. The project, known as Kulturkanon, explores the relationship between democracy and various cultural fields, as well as the evolving information and media landscape.

The initiative involves collaboration between Region Jönköpings län, Region Västerbotten, and Jönköpings läns museum, with overall project management handled by Medier & demokrati.
