A prisoner exchange involving 304 soldiers – 157 from each side – took place on February 5, 2024, offering a rare moment of positive progress amid the ongoing conflict in Ukraine. The exchange, facilitated by the United Arab Emirates and the United States, saw the return of prisoners of war alongside three Russian civilians previously held in Ukrainian territory. While the exchange offers a small measure of relief, peace talks continue with significant hurdles remaining, particularly regarding territorial disputes and security guarantees for Ukraine.

On February 5, 2024, the Russian Ministry of Defense released images of men in military uniforms boarding a bus, identifying them as former prisoners of war who have been granted freedom and are now on Belarusian territory. Details beyond this initial announcement remain limited.

The release follows a prisoner exchange between Russia and Ukraine, with each side returning 157 individuals. According to the Russian Ministry of Defense, the exchange was facilitated through negotiations with the United Arab Emirates and the United States acting as mediators.

Alongside the exchange of prisoners of war, three civilians from the Kursk region were also returned to Russia, having been previously held in areas of Ukraine occupied during 2022 and 2023.

This development comes after two days of trilateral negotiations in Abu Dhabi, brokered by the United States, though no significant progress toward ending the war has been publicly announced. The United States has been actively seeking a resolution to the conflict.

The Abu Dhabi talks, the second round in recent weeks, were led by U.S. Special Envoy Steve Witek and Jared Kushner, son-in-law of former President Donald Trump, as part of Trump’s efforts to bring an end to the war.

Ukrainian President Volodymyr Zelenskyy acknowledged the difficulty of the negotiations, stating a desire for faster results. He identified territorial issues as the most complex, noting Russia’s demand that Ukraine cede control of remaining areas of the Donbas region.

Ukraine is also seeking strong security guarantees from European and U.S. allies, though details of these requests have not been disclosed. Zelenskyy anticipates that the next round of negotiations will take place in the United States.

The peace talks are occurring amidst continued attacks on Ukraine. The mayor of Kyiv reported that two people were injured in overnight drone attacks on the capital on February 5th. Explosions damaged residential buildings, and debris from a drone ignited a fire on the roof of an office building.

Ukraine’s Air Force stated that Russia launched two cruise missiles and 183 attack drones overnight, with air defense systems intercepting or neutralizing 156 targets.
