Winter weather is impacting areas across Lower Saxony. While cities are responsible for clearing public roads, homeowners are legally obligated to remove snow and ice from sidewalks – or face potential fines.
Snow removal is legally required nationwide when temperatures drop below freezing and snow or ice accumulates. Failure to comply can result in financial penalties if someone slips and falls on an uncleared sidewalk, potentially leading to claims for damages and pain and suffering. Depending on the state, fines for neglecting snow removal duties may also apply. The specific regulations regarding when and how snow must be cleared vary by municipality. For example, in Hanover, residents are required to clear sidewalks between 7 a.m. and 10 p.m. on weekdays and from 8 a.m. to 10 p.m. on weekends and holidays. Generally, clearing snow in the morning is sufficient if it begins to fall overnight. However, if snow continues to fall or refreezes, sidewalks may need to be cleared multiple times a day.

Local regulations also govern the use of road salt. In many cities and towns, spreading salt on public sidewalks is prohibited. While salt effectively melts ice and snow, it’s considered environmentally damaging and can harm trees and shrubs, potentially leading to their death. Salt also irritates the paws of dogs and cats, corrodes iron, and damages leather shoes and soles. The Bleckede Fire Department (Lüneburg district) also points out that fire hydrants need to remain accessible during winter. Residents should therefore ensure that snow removal doesn’t block hydrants or their access covers.
Staying Safe on Icy Surfaces: Preventing Falls
If a neighbor isn’t keeping up with snow removal, there are techniques and tools that can help prevent falls. Experts recommend adopting what’s known as the “penguin walk.” This gait is inspired by penguins, as their posture and foot placement serve as a model for safely navigating icy surfaces. The technique involves taking small, slow steps, ensuring the entire foot makes contact with the ground, rather than just the heel. Slightly turning the feet outward helps distribute weight to the sides, improving balance. Lean the body forward to increase the chance of being able to break a fall with hands or knees, rather than landing on the tailbone, back, or head. Such falls are generally less dangerous.
