Severe flooding in southern Thailand is prompting a swift governmental response focused on protecting property rights and aiding recovery efforts, with Prime Minister anutin Charnvirakul directing the Department of Lands to take immediate action. The flooding, which began in early November and has impacted multiple provinces including Nakhon Si thammarat and Songkhla, has displaced thousands and caused meaningful damage[[1]]. The Department of Lands has announced a three-pronged relief effort to reduce financial burdens and streamline the process of re-establishing land ownership for affected residents.

Department of Lands Announces Three-Pronged Relief Effort

✅ 1. Reduced mortgage registration fees are now available to those seeking loans for flood recovery.

• The registration fee for mortgages has been reduced to 0.01 percent, down from 1 percent.

• This reduction applies to damage caused by floods, fires, storms, and other major disasters.

• Residents can obtain a “Certificate of Rights” from local administrative organizations – such as sub-district municipalities, municipalities, or provincial administrative organizations – following a disaster and use it to claim the reduced fee.

✅ 2. Land boundary surveys will be expedited for properties where markers or boundaries have been lost.

• The Department of Lands will conduct surveys to address the difficulties faced by citizens.

• Satellite imagery will be used to verify land areas.

• The service will assist those whose property lines have become unclear or whose boundary markers have been washed away.

✅ 3. Replacement land deeds are being issued for those lost in the disaster.

• Residents can apply for a “replacement land deed.”

• Land offices in affected areas are prioritizing assistance to residents as quickly as possible.

The Department of Lands has also activated its Business Continuity Plan (BCP) to ensure uninterrupted services to the public. Services are being offered online and at nearby land offices where local offices have been affected by the flooding. This move underscores the government’s commitment to minimizing disruption during the recovery process.
