U.S. and China Report ‘Constructive’ Trade Talks Ahead of Potential Summit

U.S. and Chinese trade officials concluded two days of “candid, in-depth and constructive” talks today, reaching a basic consensus on addressing key trade concerns ahead of a potential meeting between President Trump and President Xi later this week in South Korea.

The discussions, held yesterday and today, involved U.S. Trade Representative Katherine Tai and Commerce Secretary Gina Raimondo, alongside Chinese Vice Premier He Lifeng and chief international trade negotiator Li Chenggang. Topics included the Trump administration’s recently imposed port fees on Chinese cargo ships, the Nov. 10 deadline for reciprocal tariffs, export controls, and U.S. tariffs related to fentanyl, according to a statement from the Chinese Commerce Ministry. U.S. officials also raised concerns about rare earth magnets and sought commitments on increased purchases of American agricultural products, as well as Chinese assistance in curbing the flow of fentanyl into the United States.

“I believe that the Chinese will be making substantial purchases again” of American soybeans, said U.S. Trade Representative Katherine Tai in an interview with CBS’s “Face the Nation.” Chinese negotiator Li Chenggang emphasized the importance of a stable trade relationship, stating, as reported by Bloomberg, “The current turbulences and twists and turns are the ones that we do not wish to see,” adding that such a relationship benefits both nations and the global economy. These talks represent a crucial attempt to stabilize economic relations between the world’s two largest economies, which have been strained in recent years.

Both sides agreed to refine specific details and complete domestic approval procedures, signaling a potential thaw in trade tensions. The outcome of these negotiations could significantly impact global supply chains and economic growth. Officials indicated the talks laid a foundation for a successful meeting between Trump and Xi, though no firm date or location for that summit has been announced.
