Just days after facing scrutiny over immigration policies, former U.S. Secretary of Homeland Security Kristi Noem has been removed from her post and assigned a new role focused on regional security. Trump described Noem’s time leading the Department of Homeland Security as successful, stating she had “obtained numerous and spectacular results.” He has nominated Senator Markwayne Mullin of Oklahoma to replace her, pending Senate confirmation, effective March 31. The announcement of Noem’s new position as Special Envoy for the Shield of the Americas was made ahead of a planned summit with Latin American leaders in Doral, Florida, on Saturday, March 9, 2026.

The Shield of the Americas, described by Washington as “a new initiative for security in the Western Hemisphere,” will focus on combating organized crime, dismantling drug cartels, and addressing mass illegal migration. According to the White House, leaders from Argentina, Bolivia, Chile, Costa Rica, Dominican Republic, Ecuador, El Salvador, Honduras, Panama, Paraguay, and Trinidad and Tobago have confirmed their attendance at the summit. This development underscores the administration’s focus on reshaping security alliances in the region.

Unlike Trump’s previously announced “Golden Dome” missile defense system, projected to cost $175 billion and become operational in 2029, the Shield of the Americas is geared toward addressing terrestrial threats. Noem stated on X (formerly Twitter), “The Western Hemisphere is absolutely fundamental to the security of the U.S.” and expressed her gratitude for being designated as the “Special Envoy of the Shield of the Americas.”

Noem’s recent tenure as Secretary of Homeland Security was marked by controversy, including criticism over a wave of detentions of undocumented immigrants that resulted in the deaths of two U.S. Citizens at the hands of federal agents in January. She will now be tasked with leading the new initiative, though the specifics of her responsibilities remain unclear. White House spokesperson Karoline Leavitt said the president will be “talking with leaders of these countries, who have formed a historic coalition to work together against criminal drug trafficking gangs and against mass illegal immigration.”

Experts suggest the initiative could lead to increased cooperation with regional law enforcement, potentially mirroring joint operations recently conducted by U.S. And Ecuadorian forces. However, the absence of Mexico and Colombia from the Florida summit has raised questions about the initiative’s effectiveness. Mexico shares a 1,900-mile border with the U.S. And is a major transit point for drugs and migrants, while Colombia is a significant producer of illicit substances.

“This is a conference focused on new security partners for the U.S.,” explained Carlos Solar, an expert in security and defense in Latin America at the Royal United Services Institute (RUSI). The announcement could influence future diplomatic talks and regional security strategies.

Analysts as well believe the Shield of the Americas is intended to counter China’s growing influence in the region. “The national security doctrine wants to raise a barrier against adversary powers, and even though it is not mentioned, this is clearly aimed at China,” Solar stated. Trade between Latin America and China reached a record $518 billion in 2024, with China becoming South America’s leading trading partner and the second-largest for Latin America as a whole.

The initiative also reflects a broader shift in U.S. Foreign policy, as Trump has withdrawn the U.S. From several regional organizations, including the Institute for Research on Global Change, the Pan American Institute of Geography and History, and the Economic Commission for Latin America and the Caribbean of the United Nations. This move, some observers say, signals a desire to forge new alliances with ideologically aligned governments. The development underscores growing regional tensions and a potential realignment of power dynamics.

“Trump is not using the regular channels of multilateralism, but is opting to form new groups in which he feels among peers and allies,” Solar added. The initiative echoes the administration’s updated “Monroe Doctrine,” dubbed “Donroe,” which seeks to reassert U.S. Dominance in the Western Hemisphere.
