Ukraine’s parliament approved a wartime budget Wednesday that prioritizes national defense, despite ongoing political challenges and a meaningful reliance on foreign aid. Ukraine’s parliament approved a budget Wednesday allocating nearly 60% of all spending – 2.8 trillion hryvnias (approximately $1.4 billion USD) – to defense, as the country continues to defend against ongoing Russian military aggression.

Prime Minister Yuliia Svyrydenko announced the budget’s passage, while Finance Minister Serhii Marchenko stated that military spending will represent 27.2% of Ukraine’s gross domestic product (GDP), according to the Ukrainian government.

The vote on the budget was closely watched by political analysts as a test of the Ukrainian parliament’s ability to maintain unity and make critical decisions amidst the war. The process unfolded against a backdrop of recent political turmoil, including a corruption scandal within the energy sector that reached the highest levels of government in Kyiv, Reuters reported.

Several individuals have been accused by anti-corruption authorities, leading to the dismissal of two ministers. Opposition parties had called for the resignation of the entire government.

Ultimately, 257 lawmakers voted in favor of the budget, with 37 opposed and 24 abstaining, according to RBK-Ukraine. The budget passed despite criticism from opposition politicians who had advocated for higher pay for soldiers and increased social spending.

The approved budget projects revenues of approximately 2.92 trillion hryvnias ($1.4 billion USD) for the coming year, with total expenditures reaching 4.83 trillion hryvnias ($2.3 billion USD).

“We will allocate 2.8 trillion hryvnias ($1.4 billion USD) to the army next year – almost 60% of all expenditures,” Prime Minister Svyrydenko said, according to the Ukrainian government website.

According to Finance Minister Marchenko, roughly 27.2% of Ukraine’s GDP will be directed towards the armed forces and the production or procurement of weapons, Reuters reported. Ukraine has increasingly focused on boosting domestic weapons production to counter a larger and better-equipped Russia.

The budget deficit is projected at 18.5% of GDP for the coming year, Marchenko added, emphasizing that securing external financing will be crucial for Kyiv to cover the difference. Ukraine will need over $45 billion USD (approximately 930 billion hryvnias) in foreign funding in 2026, according to the finance minister. The country hopes to secure a concessional loan from its European partners, utilizing frozen Russian assets.
