BEIJING – Chinese President Xi Jinping has underscored the importance of the rule of law in the country’s governance, calling for a unified approach that integrates the leadership of the Communist Party, the role of the people, and a robust legal framework. The emphasis on strengthening the legal system comes as China seeks to modernize and solidify its position on the global stage.
According to state news agency Xinhua, Xi made the remarks in recent directives, noting that since the 18th National Congress of the Communist Party, the central government has prioritized the rule of law as a key component of its “Four Comprehensives” strategic layout. He stated that a comprehensive legal framework has largely taken shape, and China’s socialist legal system continues to evolve.
Xi stressed the need to fully implement the Thought on the Rule of Law for the New Era of Socialism, focusing on improving the socialist legal system with Chinese characteristics and building a country governed by law at a higher level. He also emphasized the importance of aligning legal development with broader goals of reform, development, and stability, while ensuring social fairness and justice. “We must comprehensively advance scientific legislation, strict law enforcement, impartial administration of justice, and universal respect for the law,” Xi said, adding that all aspects of national work should be governed by law to provide legal support for the country’s pursuit of national rejuvenation and modernization.
The directives call for all levels of party committees and leading groups to take primary responsibility for implementing legal initiatives and key tasks. Legal departments are expected to fulfill their duties proactively, and all sectors are urged to strictly adhere to the law in their operations, working together to build a country governed by law.
The Central Commission for Law-Based Governance convened a meeting in Beijing on November 17-18 to discuss these directives. Zhao Leji, chairman of the National People’s Congress Standing Committee, attended the meeting and delivered a speech, while Ding Xuexiang, vice premier of the State Council, conveyed Xi’s important instructions.
Zhao Leji, in his address, highlighted the significance of Xi Jinping’s instructions, describing them as “high-level, profound in thought, and highly instructive.” He stated that the directives provide a clear path forward for advancing the rule of law in the new era and urged thorough study and resolute implementation.
“Xi Jinping’s Thought on the Rule of Law is the guiding ideology that must be adhered to for the rule of law in the new era,” Zhao said. He emphasized that the historical achievements of the rule of law in China demonstrate the truth and practical power of Xi’s legal philosophy, calling for deepened study, promotion, education, and research of the thought, and its integration into legal construction practice.
Zhao further stressed the importance of upholding and strengthening the Party’s leadership over the rule of law, deeply understanding the decisive significance of the “Two Establishments,” and resolutely safeguarding the central authority of the Party and the centralized, unified leadership of the Party Central Committee. He affirmed the need to steadfastly follow the path of socialism with Chinese characteristics and ensure that the Party’s leadership permeates the entire process and all aspects of the rule of law.
The meeting focused on implementing the strategic arrangements of the fourth plenary session of the 20th Party Congress, emphasizing innovation and progress in the rule of law. Zhao called for leveraging the rule of law to consolidate and demonstrate the strengths of the Chinese system, provide legal guarantees for high-quality development, protect the rights and interests of the people, promote social fairness and justice, maintain national security and social stability, and strengthen the legal system and capacity for engagement in international legal affairs. This work, he said, will provide a solid legal foundation for achieving the goals of socialist modernization.
Zhao also emphasized the need to build a more complete socialist legal system with Chinese characteristics, accelerate the formation of a comprehensive legal framework, promote law-based government, advance impartial justice, deepen the construction of a law-based society, and strengthen the building of law-based work teams and the cultivation of legal talent.
Chen Wenqing, secretary of the Central Political and Legal Commission, delivered a concluding speech, stating that Xi Jinping’s instructions have clarified the strategic, overall, and directional issues of the rule of law, and deepened understanding of the laws governing socialist legal construction. He urged thorough study and implementation of Xi’s thought on the rule of law and the meeting’s spirit, and coordinated efforts to advance scientific legislation, strict law enforcement, impartial justice, and universal respect for the law, while strengthening legal supervision and working together to build a country governed by law.
Officials from the Central Commission for Discipline Inspection and the National Supervisory Commission, the Central Organization Department, the State-owned Assets Supervision and Administration Commission of the State Council, and representatives from Tianjin, Jiangsu, Fujian, Chongqing, and Gansu provinces also shared their experiences at the meeting.
The meeting was also attended by Shi Taifeng, Li Shulei, Li Hongzhong, Liu Jinan, Wang Xiaohong, Zhang Shenmin, Wu Zhenglong, Zhang Jun, and Ying Yong, among others.
Members of the Central Commission for Law-Based Governance, leaders of party committees from provinces, autonomous regions, municipalities, and Xinjiang Production and Construction Corps, and representatives from relevant central and state organs, people’s organizations, and the Central Military Commission attended the meeting.
