The relationship between former U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy has a history stretching back to a period when Zelenskyy declined to assist Trump in discrediting then-Democratic presidential candidate Joe Biden before the 2020 election. Trump ultimately lost that election but never conceded, and the attempt to involve Ukraine against Biden became the basis for his first impeachment in December 2019. The evolving dynamic between the two leaders recently culminated in a highly unusual and public rebuke of Zelenskyy by Trump, raising questions about the future of U.S. Support for Ukraine as it defends against Russian invasion.

The incident unfolded on February 28, 2025, during a meeting at the White House, where Trump and his Vice President, James Vance of Ohio, reportedly berated Zelenskyy in front of assembled journalists. Vance, known at the time as a staunch opponent of aid to Ukraine, joined Trump in the criticism. The blowup occurred after Trump scrapped plans to sign an agreement that would have granted the U.S. Access to Ukraine’s rare earth minerals, a deal the U.S. President had previously suggested could aid bring the war to a conclusion.

The first direct communication between Trump and Zelenskyy occurred in July 2019, when Trump attempted to pressure the newly elected Ukrainian leader to investigate business dealings involving Hunter Biden, Joe Biden’s son. During a 30-minute call, Trump dangled the possibility of a White House meeting, suggesting that future U.S. Military support for Ukraine might be contingent on such an investigation. This call ultimately sparked an impeachment inquiry. Trump would later refer to the exchange as a “perfect” phone call, a characterization Zelenskyy later disputed, stating he felt no blackmail.

During the February 28th meeting, Trump reportedly questioned Zelenskyy’s gratitude, asking, “You’re gambling with the lives of millions of people,” and “Have you ever said thank you?” Vance added the pointed remark, “You don’t have cards,” while a Trump-aligned journalist, Brian Glenn, questioned why Zelenskyy wasn’t wearing a suit. These moments were described as some of the most shocking of the encounter. The development underscores the complex and often fraught relationship between the United States and Ukraine, and the potential implications for ongoing international efforts to address the conflict in Eastern Europe.
