As Sector 3 mayor Robert Negoiță faces 60 days of judicial control following DNA allegations of impropriety regarding construction projects, Vice Mayor Adrian Cocoș has stepped into the leadership role. Cocoș is now addressing renewed scrutiny over a past academic matter – a low score on his 2011 Baccalaureate mathematics exam – as reported by Romanian media outlets. The resurfaced grade is drawing attention amidst questions about his qualifications and career trajectory,prompting Cocoș to publicly defend his accomplishments and dismiss the issue as a distraction from his current work.

“The same articles about me have resurfaced. Not about what I’m doing today, not about my work over the past year, but about an episode from my adolescence. That’s it,” the vice mayor wrote on Facebook Saturday morning.

Robert Negoiță is currently under judicial control by the DNA for 60 days in a case involving roads built over gas pipelines. Until the case is resolved, Negoiță is unable to perform his duties and is barred from entering the institution he led.
In light of this, Adrian Cocoș, the PSD vice mayor of Sector 3, has taken over leadership of the city hall.
Snoop.ro reported in February 2025 that Adrian Cocoș received a score of 2.70 on the mathematics portion of the Baccalaureate exam in 2011. He took the exam at the Anghel Saligny Technical College in Bucharest, where he was studying to become a mechatronics technician.
The publication notes that there is no clear information about the session in which he passed the exam, or his final average, as the data was deleted from the edu.ro website following the implementation of GDPR regulations. After that setback, Cocoș became a local councilor, an administrator at an IT company in the sector, and a shareholder in a group of companies that sell branded clothing.

In his statement, Cocoș dismissed the criticism, stating, “I am not perfect” and that his efforts to build a career deserve more attention than a past exam score. “I fell, I got up, I shook myself off and I moved on. If, after a year in office, this is the only negative aspect that can be highlighted, it means my work today does not offer real grounds for criticism.”
Adrian Cocoș also wrote that this will be “the only time I speak about this sensational subject” and that from now on he will let his work speak for itself. This comes as public figures increasingly address past controversies head-on, often utilizing social media to control the narrative.
Who is Adrian Cocoș, Robert Negoiță’s Replacement at Sector 3 City Hall?
Social Democrat Adrian Cocoș was designated as Robert Negoiță’s replacement last year, in the event the Sector 3 mayor was unable to perform his duties, according to the Press Office.
Adrian Cocoș was elected vice mayor of Sector 3 in February 2025. He is the vice president of the PSD Sector 3 organization and has run for a seat on the local council several times, in 2016, 2020, and 2024.
After the Baccalaureate, he enrolled at Artifex University and later completed a master’s degree at the Polytechnic University of Bucharest. He previously was involved in online stores selling branded clothing at lower prices than usual.
Robert Negoiță Under Judicial Control on Bail
Robert Negoiță, the PSD mayor of Sector 3, is accused by the DNA of violating the law in the summer of 2025 when he ordered the construction and paving of a connecting road between Șoseaua Industriilor and Soldat Ghețu Anghel Street.
Investigators say the work was carried out on private land, belonging to SC Future Business Ideas SRL, without the necessary legal documentation, permits, and approvals. The damage is estimated at 900,000 lei and includes the cost of the work, as well as undue benefits for the company owned by the mayor’s brother. The DNA also alleges that between November 2017 and December 2025, Negoiță ordered several similar works without legal documents or approvals for interventions on the gas network.
As a result, the DNA initiated criminal proceedings and imposed a 60-day judicial control measure with bail, starting February 5th.
