Russia Increasingly Views Europe as a Direct Adversary in Ukraine Conflict

Moscow is abandoning the notion of a separate “hybrid war” against Europe, now perceiving the continent’s support for Ukraine as a unified and escalating conflict, according to recent analysis of Russian strategic thinking.

Analysts suggest Russia no longer distinguishes between Ukraine and Europe, particularly as European nations increase military and financial aid to Kyiv. This shift in perspective comes as the United States scales back its direct military support for Ukraine, prompting Europe to take a more prominent role in the defense of the country. The Kremlin’s initial hope of a swift victory in Ukraine, and a subsequent intimidation of Europe, has failed to materialize, leading to a prolonged confrontation.

Prior to the 2014 Maidan Revolution, Russia maintained influence in Ukraine through a pro-Moscow government, including a lease on the naval port of Sevastopol in Crimea. The loss of this influence prompted the annexation of Crimea and intervention in eastern Ukraine. Now, with Germany leading a significant increase in European defense spending – committing over €500 billion – Russia is attempting to counter Europe’s growing commitment to Ukraine through increased pressure and intimidation tactics, including airspace violations and potential sabotage.
