Debt Collector ‘Mata Elang’: OJK Investigates Illegal Practices & Violence

Jakarta, CNBC Indonesia – Cara penagihan oleh debt collector yang meresahkan hingga pemanfaatan aplikasi mata elang kian ramai menjadi pemberitaan.

Baru-baru ini terjadi kasus penusukan advokat yang dilakukan oleh debt collector di Kelapa Dua, Tangerang. Otoritas Jasa Keuangan (OJK) lantas memanggil perusahaan pembiayaan yang bekerja sama dengan oknum tersebut untuk pendalaman lebih lanjut.

Selain itu, beberapa debt collector memanfaatkan aplikasi ‘mata elang’ untuk berburu debitur dengan tunggakan utang di perusahaan multifinance. Hal ini pun menjadi sorotan OJK.

Kepala Eksekutif Pengawas Perilaku Pelaku Usaha Jasa Keuangan, Edukasi, dan Pelindungan Konsumen OJK Friderica Widyasari Dewi mengatakan, pihaknya tengah mendalami potensi pelanggaran dari pemberlakuan aplikasi tersebut.

“Terkait aplikasi (matel) tadi kita juga sudah koordinasi Komdigi untuk penutupan kita lihat apakah di sini mereka melakukan pelanggaran konsumen,” tutur Friderica yang kerap disapa Kiki tersebut, dalam konferensi pers RDKB, di Jakarta, dikutip Sabtu (7/3/2026) lalu.

Kiki menegaskan, pihaknya senantiasa melindungi konsumen yang memiliki itikad baik untuk melunasi utangnya. OJK pun mengecam perilaku yang tidak sesuai dengan ketentuan, termasuk kekerasan terhadap nasabah.

Ia pun menegaskan, perusahaan leasing bertanggung jawab penuh atas aktivitas penagihan yang dilakukan debt collector.

“Terkait debt collector meresahkan pada intinya kami sudah melakukan banyak sekali sanksi kepada Pelaku Usaha Jasa Keuangan (PUJK) karena mereka bertanggung jawab kepada pegawai maupun pihak ketiga yg bekerja sama dengan mereka,” ucapnya.

Dalam kesempatan terpisah, salah satu koordinator mata elang Budi Baonk menegaskan, setiap Pihak Ketiga atau perusahaan jasa penagihan yang bekerjasama dengan Perusahaan Finance sudah memiliki izin perusahaan terdaftar di Kemenkum.

“Artinya, perusahaan-perusahaan yang bekerja sama dengan pihak finance itu legal dan resmi,” tandas Budi kepada CNBC Indonesia.

Untuk diketahui, Mata elang (Matel) adalah istilah yang umum dipakai di Indonesia untuk menyebut sekelompok penagih utang khusus yang bekerja mengejar kendaraan bermotor kredit (motor/mobil) yang cicilannya macet. Pengambilannya pun sering melalui metode di jalan atau di tempat umum.

Mereka biasanya dipekerjakan oleh perusahaan pembiayaan/leasing atau ditunjuk oleh agen penagihan (outsourcing) untuk menemukan kendaraan debitur yang menunggak.

Cara kerjanya adalah mengintai kendaraan di jalan (termasuk mencocokkan nomor polisi yang terekam dalam data debitur di aplikasi) dan kemudian mengejar/menahan kendaraan jika sesuai target.

Concerns are growing in Indonesia over aggressive debt collection tactics, including the leverage of a controversial mobile application known as “mata elang,” or “eagle eye.”

The Financial Services Authority (OJK) recently summoned a finance company following an incident in Kelapa Dua, Tangerang, where a debt collector allegedly stabbed a lawyer. The OJK is investigating the company’s practices, according to reports from March 7, 2026.

The OJK is also scrutinizing the “mata elang” application, which is reportedly used by debt collectors to locate debtors with overdue payments from multifinance companies. Friderica Widyasari Dewi, Head of the OJK’s Consumer Protection division, stated the agency is coordinating with the Digital Communication and Information Ministry to determine if the app violates consumer protection laws.

“Regarding the application (matel), we have also coordinated with Komdigi to see if they are committing any consumer violations,” Dewi, also known as Kiki, said during a press conference.

Dewi emphasized the OJK’s commitment to protecting consumers who are genuinely attempting to repay their debts, and condemned violent behavior towards customers. She also affirmed that leasing companies are fully responsible for the actions of the debt collectors they employ.

“Regarding debt collectors causing unrest, we have issued many sanctions to Financial Services Businesses (PUJK) because they are responsible for their employees and third parties who cooperate with them,” she said.

Budi Baonk, a coordinator for “mata elang,” asserted that all third-party collection agencies working with finance companies are legally registered with the Ministry of Law and Human Rights. “This means that the companies cooperating with the finance sector are legal and official,” Baonk told CNBC Indonesia.

“Mata elang” refers to specialized debt collectors who track down vehicles financed through credit agreements – motorcycles or cars with delinquent payments. These collectors often intercept vehicles in public places. They are typically hired by finance or leasing companies, or outsourced through collection agencies, to locate vehicles belonging to debtors in default.

The collectors reportedly stake out vehicles in public, matching license plates against debtor data in the application, and then pursue and impound the vehicles if a match is found.

The increased scrutiny of debt collection practices comes as authorities seek to balance the rights of lenders with the protection of borrowers.
