Disability Benefits Rise: Youth See Biggest Increase | HLN

Disability benefits in Flanders, Belgium, have reached a historic high, with a notable increase among younger recipients, according to recent data.

Nine out of ten Flemish individuals who lost unemployment benefits and subsequently applied for a subsistence allowance received it, data published January 30, 2026, shows. This trend includes individuals who have been unemployed for over twenty years, as well as younger people receiving transitional benefits.

Approximately 13% of those who initially lost benefits in the first wave of changes have since re-entered the workforce, according to a report from January 2, 2026. Specifically, over one in five young people who were set to lose their benefits at the start of the year are now employed. Among those who have been unemployed for more than two decades, the figure remains significant.

The increase in disability claims comes as authorities are also implementing stricter sanctions for individuals deemed capable of working but unwilling to discuss a return to employment. As of December 31, 2025, the penalty for persistent refusal to engage in discussions about re-employment will be increased to 10% of the benefit amount.

These developments highlight the ongoing challenges in balancing social support with efforts to encourage labor market participation. The data underscores the complexities of addressing long-term unemployment and supporting individuals with health conditions that may affect their ability to function.
