Pennsylvania Maps EMS Response Times Across State Road Network

Harrisburg, PA – A comprehensive analysis of Emergency Medical Services (EMS) response times across the entire Pennsylvania road network was completed today, October 16, 2025, aiming to improve station placement and reduce critical wait times for residents.

The project, undertaken to understand potential delays in EMS access, combined data from the Pennsylvania Department of Transportation (PennDOT) with information from OpenStreetMap to create a complete and accurate representation of the state’s roadways. Researchers utilized the Open Source Routing Machine to estimate travel times from existing EMS stations to every segment of the road network, even in areas with incomplete or inconsistent data. These estimates were then validated against travel time data from Google.

The analysis identifies the nearest EMS station and its projected arrival time for each roadway segment throughout Pennsylvania. This detailed mapping will allow state and local officials to pinpoint areas where response times are longest and potentially justify the need for additional EMS resources. Faster response times are critical in emergency situations, often significantly impacting patient outcomes – particularly in rural areas.

Officials stated the data will be used to inform future decisions regarding EMS station locations and resource allocation, ensuring more equitable access to emergency medical care across the Commonwealth.
